Mr. Ollen- dorff said that for professicalal services, state law req~mes that the city approach firms/indiv]~]s that are capable of providing the services ~; Tao is the landscape consulting firm that the city staff and Council --,:,loyed with good results several years ago for a Nm~er of pr~ects, including the Civic Plaza, so he approached them and negotiated this price.
