He did not unde~lnd why it was acceptable for a family of six <br />and two others to live in a bause, but not two f~m~lies of five and three in <br />the same size house. He felt ulterior motives may be behind the proposals, <br />which prevent occupancy by a two-parent family and a single-parent family <br />with several children, or by two single-parent families with multiple chil- <br />dren. It excludes those who have ~c motives for doubling up because of <br />the number of mouths to feed and perhaps a limi~a incume.
