<br /> <br />Plan Commission <br />Meeting Summary <br />October 23, 2013 <br /> <br />The Plan Commission held a meeting at the Heman Park Community Center located at 975 <br />Pennsylvania Avenue, University City, Missouri on October 23, 2013. The meeting commenced <br />at 7:00 pm. Since there was not a quorum, no official business was conducted nor was official <br />action taken. <br /> <br />Voting Members Present Voting Members Absent (Excused) <br />Cirri Moran, Designated Alternate Linda Locke, Vice-Chairperson <br />Evelyn Hollowell Ben Senturia <br />Lisa Greening Ben Halpert <br /> <br />Non-Voting Council Liaison <br />Mayor Shelley Welsch <br /> <br />Staff Present <br />Andrea Riganti, Director of Community Development <br />Ray Lai, Deputy Director of Economic and Community Development <br /> <br />Mr. Lai indicated that a notice of resignation had been received from Ms. Deidre Lewis, the <br />former chairperson, and that election for the position will be addressed at the November Plan <br />Commission meeting, provided there was a quorum. Ms. Riganti noted for the record that this <br />meeting did not have a quorum and that no official business would be conducted. <br /> <br />Hearings <br /> None <br /> <br />Old Business <br /> None <br /> <br />New Business Work Session for a proposed Zoning Map Amendment / Development Plan <br /> <br />at 8348-8350 Delcrest Drive (Crown Center for Senior Living) <br /> <br />Proposal: Rezone subject parcels from HRO High Density Residential/Office District to PD-M <br />Planned Development Mixed Use District to accommodate proposed renovations to the <br />existing senior living facility including substantial reconfiguration of the parking area and <br />allowing accessory uses to be open to the public, including but not limited to, a ground floor <br />café. <br /> <br />Mr. Lai explained the steps involved for the approval process of the proposal and provided an <br />overview of the location involved. <br /> <br />The applicant for the proposed Map Amendment and Development Plan was Vince Keady with <br />Stinson Morrison Hecker, LLP, on behalf of Council Apartments, LLC. Mr. Keady provided the <br />details for the proposal. He stated that the overall footprint of the buildings will not be changing. <br />The facility will be accessible to people beyond the current residents at this location. <br />tm; <br /> šE <br /> <br /> <br />
