NEW BUSINESS <br />RESOLUTIONS <br />1. <br />Resolution 2013-18 Fiscal Year 2013-2014 – Budget Amendment #1 <br />Resolution was postponed until the next Council meeting. <br /> <br /> <br />BILLS <br /> Introduced by Mr. Glickert <br />1. BILL 9214 – <br />An ordinance amending the compensation to be paid to City <br />Officials and employees by adding a position classification as shown in <br />Schedule A, from and after its passage, and repealing Ordinance No. 6915. <br /> <br />Bill 9214 had its first reading. <br /> <br />Ms. Carr asked what department the Administrative Support Assistant would be <br />working in. Mr. Walker stated that this position is in the Police Department and <br />previously had been performed by a police officer who has now retired. He <br />stated that the Police Chief has requested that it now be changed to a civilian <br />position, which has no difference in pay and will not increase the number of <br />officers. <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert stated that she was disappointed that there had been no presentation <br />on alley sweeping because she had serious doubts that whoever put the report <br />together had ever lived with an alley. She stated that it has been three years or <br />longer since the alleys have been swept and that they now have an accumulation of <br />three years of leaves which is a potential fire hazard, as she recalled a garage <br />being set on fire this way. She stated that the previous administration had swept <br />their alleys twice a month, but if her alley had looked like it does today there would <br />have been a Holocaust. Ms. Glickert requested that the alleys be vacuum swept <br />immediately to get rid of the crisp leaves. She stated that she shares one of the <br />commercial boxes placed in her alley with eight families. This box, which in her <br />opinion contributes to the area’s decadent appearance, also means that she has to <br />pay more for her refuse to be picked up than other single family resident. Ms. <br />Glickert stated that the City has dry waste, single stream and recycling, that equates <br />to refuse being picked up twice a week and charges that are being assessed at <br />different levels. She stated that these inconsistent rates had been addressed by the <br />previous administration and needs to be readdressed. <br /> <br />Ms. Glickert stated that she also had a concern about River Des Peres and the <br />creek behind the community center that needs to be dredged.
