<br />Mr. Crow stated that he had deleted the seventh paragraph, which was a whereas, and <br />then replaced the eighth paragraph with “Now therefore be it resolved that the Bicycle and <br />Pedestrian Master Plan, as attached as Exhibit A, is to be received by Council and that its <br />analysis and conclusions be used in the development of the next Comprehensive Plan of <br />University City”. And then in the next paragraph I deleted the word “adoption,” and put in <br />the word “receipt,” and deleted the word “immediate”. <br /> <br />Mayor Welsch asked Mr. Crow if he would clarify whether it was his intent to delay the <br />implementation of this plan until the approval of the next Comprehensive Plan, which could <br />be two to three years away. Mr. Crow stated that if that was the way that you would like to <br />view it, you can. Mr. Crow also stated to the City’s staff that has put in so much time on <br />this plan, the fact that if they had been spending a little bit of time on the Comprehensive <br />Plan, then we would not be in this position. <br /> <br />Mayor Welsch stated that the Plan Commission has been working on the revision of the <br />Comprehensive Plan. So she did not think that it was correct for members of this Council to <br />make insinuations that staff has not been doing all of the work it needs to do. Staff has <br />been working and there is a subcommittee of the Plan Commission that is working on the <br />revision of the plan. So this work on the Bike Plan has in no way taken away from staff’s <br />work with our plan submission. <br /> <br />Mr. Crow stated that he would disagree with the Mayor’s statement. We have limited <br />resources within our city and it seems to him that the Comprehensive Plan Update has <br />been an overall objective for the entire Council. The Bike and Walkability Task Force has <br />been a priority of one member of Council; one member who created it. The City Council <br />asked for an update of the Comprehensive Plan with the use of our resources, which meant <br />all seven members. So when we have staff members who are asked to do other things, <br />taking away from their other work for the benefit of one Councilmember, you can say that <br />it’s our responsibility, but he thought the Council knows where it lands. <br /> <br />Mr. Kraft stated that he had no clue why Mr. Crow would want to take out that the Plan <br />Commission considered this, since we agreed they have considered it as asked. He’s <br />saying that the real change is only one word but this is the word that counts. “Be it further <br />resolved that the City of University City recognizes its adoption”. Mr. Kraft stated that if you <br />are recognizing that we received it, it’s kind of like saying, you sent me the letter, I got it in <br />the mail, which is a lot different than saying I got the contract in the mail and I am signing it. <br />What the original resolution said is we are adopting the plan as an amendment to our <br />current Comprehensive Plan. But what you’re saying is we received it, thanks, but we are <br />not adopting it. Mr. Kraft stated that his belief is that Council should just vote the plan up or <br />down. So he is going to vote against this amendment and give everybody a chance to vote <br />on the plan. <br /> <br />Ms. Carr stated that to address the Mayor’s concern that no matter what happens the City <br />Council should direct the City Manager to establish a priority and feasibility list of these <br />projects that will allow us to phase it in. It would give Council the opportunity to move <br />forward. Ms. Carr stated that the city went into its reserves for nearly four million dollars, so <br />how often are we going to do that before the reserves are depleted. Ms. Carr said she was <br />a steward of the city, as are the rest of Council, so we are here not to just look after the <br />money and the way we spend it, but we are here to look after our government and protect <br />it. We are here to look after our city and help it to grow; help it to be sustained and not <br />empty our pockets with this. She saw another way around it, but was willing to withhold her <br />amendments until after we vote on these. After she saw in the budget process she fully <br />expects to see a range of things in the CIP that will be funded next year. <br /> <br />22 <br /> <br /> <br />
