<br />Mayor Welsch stated that she could not support this motion and thought the intent of the <br />motion was to have Council not adopt this plan and to limit the implementation of any <br />Bike/Walk Plan in the city for two to three years. She stated that she did not think this <br />would be good for the city and in fact, that it hurts the city. <br /> <br />Mr. Crow called for the question and Mayor Welsch asked the City Clerk to poll the Council <br />on the question. <br /> <br />Roll Call vote was: <br />AYES: <br /> Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe and Mayor <br />Welsch <br />NAYS: <br /> none <br /> <br />The motion to call for the question passed. <br /> <br />Mayor Welsch requested that the City Clerk poll Council on the amended motion. <br /> <br />Roll Call vote was: <br />AYES: <br /> Mr. Price, Ms. Carr and Mr. Crow. <br />NAYS: <br /> Mr. Kraft, Mr. Glickert, Mr. Sharpe and Mayor Welsch. <br /> <br />The motion to amend Resolution 2013-17, failed. <br /> <br />Mr. Kraft called for the question. <br /> <br />Mayor Welsch asked the City Clerk to poll the Council on the call for the question. Ms. Carr <br />then asked to amend the motion. <br /> <br />Mayor Welsch stated that she had four lights on at the same time and that Mr. Kraft asked <br />to call the question. <br /> <br />Mr. Price advised the Mayor that she was out of order and that she was not going to do that <br />again. Mayor Welsch stated that the question had just been called. Mr. Price advised the <br />Mayor that she was out of order because his light had been on before Mr. Kraft’s. He <br />stated that this is something that you do all the time when it was to your benefit. You and <br />Mr. Kraft, I don’t know what you’ve got going, but my light was on and her light was on, so <br />you are just going to blow us off and do what you want to do. He asked if you were trying to <br />hide something. <br /> <br />Mayor Welsch stated that there were four lights on and Mr. Kraft called the question. Mr. <br />Price asked the Mayor how she had determined that Mr. Kraft’s light had been on first if <br />there were four lights. Mayor Welsch again stated that the question had been called. Mr. <br />Price then stated you let him disrespect people. You let him talk to Ms. Carr like she’s <br />trash. Now it’s to your benefit so you’re just going to end it and say he was first when you <br />don’t even know what four lights were on. How did you pick him and not the other three <br />people? Mayor Welsch stated that Mr. Kraft had spoken first and that is the way the system <br />works. Mr. Price stated that he did have his hand raised, but I guess the system works <br />when it was convenient for you. <br /> <br />Mayor Welsch announced that there would be no comments from the audience. The <br />question has been called and if calling the question does not succeed then we would <br />continue. She again noted that Mr. Kraft had called the question and asked if there was a <br />second. <br /> <br />23 <br /> <br /> <br />
