<br />Ms. Carr called for a Point of Order; stating there was an amendment on the floor. Mayor <br />Welsch stated that she was speaking to the amendment on the floor. <br /> <br />Mr. Kraft stated that the words that count are “received” and “will consider,” which meant we <br />are not adopting it tonight. <br /> <br />Ms. Carr stated that she should have been the first person to speak. She stated what this <br />was adopting the same process which the Mayor so masterfully handled in 2005, so it is in <br />a sense accepting it but was not taking every single part of it. She stated that it was worth <br />doing and should be done in such a way to ensure that we do not commit future funds for <br />unforeseen consequences. Since the Mayor wanted it to be attached to the 2005 <br />Comprehensive Plan that is what she has proposed. Ms. Carr noted she was not delaying <br />the resolution until the new plan was adopted, but not every part of this did she find <br />acceptable She stated that she was also saying that until we have this feasibility list <br />Council should not be talking about funding. And that spoke directly to what Mr. Sharpe <br />has continuously asked for, and that is a staging. She thought this could be done relatively <br />quickly and that the Mayor had already been through this once and was an expert on this <br />process. Ms. Carr stated this was so massive of a transfer of power, and whether it was <br />distrust or not distrust she swore an oath to uphold the Charter, it was one of the reasons <br />that she was elected. And if you don’t like it she was sorry, but she must insist that Council <br />maintain its policymaking powers. Ms. Carr stated that once Council has the list of things to <br />go into the Comprehensive Plan she was sure that you would find her to be a ready partner. <br />She stated that Trailnet and H2 put the plan together with no council input. She said the <br />Council has seen a lot of different people telling us what we should and should not do, but <br />Councilmembers have to ask themselves how many times they have you read that plan, <br />because she has read that plan continuously. She has torn it apart, looked at it upside <br />down, and she was concerned about the monies that we would be obligating in the future. <br />Which street should not get addressed or would the people in the floodplain would be <br />pushed aside as they usually are by this Council <br /> <br />Mr. Kraft asked if someone could clarify what was the Council voting on. Ms. Carr stated <br />that we are removing the “Now therefore be it resolved,” through “be it further resolved”. <br />She then asked the City Clerk to read her amendments and return it back. <br /> <br />Mr. Kraft asked if all three “further resolves,” were being amended. Ms. Carr stated that <br />there were three substitutions. Mr. Kraft asked Ms. Carr if she had a typed version for <br />everyone. Ms. Carr stated that she did not. Mr. Kraft asked the City Clerk if she would <br />please read the amendments. <br /> <br />City Clerk Pumm stated that number one is, ““Now therefore be it resolved that the Revised <br />Bicycle and Pedestrian Master Plan attached as Exhibit A, is accepted for consideration of <br />modifications to the 2005 Comprehensive Plan which are to be determined by the City <br />Council of University City, Missouri.” Number two is, “Be it further resolved that the City <br />Council of University City recognizes that its acceptance of the Revised Draft Bicycle and <br />Pedestrian Master Plan does not commit any funds towards project implementation and is <br />not authorizing any activity in private subdivisions”. Number three is, “Be it further resolved <br />that the City Council of University City directs the City Manager to develop a priority and <br />feasibility list of Bike/Walk Projects, including accessible sidewalks for Council approval and <br />implementation”. <br /> <br />Mr. Kraft asked the City Clerk if she would reread the sentence about adopting the <br />resolution, because he was unsure of what it is Council is being asked to do.
