<br />Mr. Kraft stated that what Council was being asked to do was to accept this plan for <br />consideration, so why not just consider it and vote on it? How do you accept something for <br />consideration, because that is what the plan was here for tonight, to vote yes or no. What <br />does it mean to accept it for consideration? Does that mean twelve years from now or two <br />weeks from now? <br /> <br />Ms. Carr stated that she had provided Council with a packet that addressed what happened <br />in 2005 and 2006. Mayor Welsch was instrumental in forming a special committee on <br />economic progress. That special committee produced a report and the report was not <br />universally accepted. However Council accepted it for consideration, looked at it sentence <br />by sentence, and said to the Plan Commission we will accept this, put it here. There were <br />58 insertion points. This plan may be simpler, because we are dealing with streets and <br />sidewalks, so most of this may go in under streets and sidewalks. Ms. Carr stated that <br />what she is asking was for Council do a little bit of work, because she does not get the <br />feeling that they have actually looked at this. It is very easy to brush her off and say oh, <br />she was being an alarmist, but she really was not. She was trying to get the very best that <br />we can get. Ms. Carr noted that some of these things are absolutely fabulous and should <br />be done immediately, and that’s why she wanted staff to address the implementation plan. <br />But if we want this in the 2005 Comprehensive Plan we don’t just tag it at the end. She <br />noted that has never been done, although Ms. Riganti did tell her today that it had been <br />done. If she would look at the 1990 plan and said that be done. She stated that the <br />neighborhood plans were requested, because there were no neighborhood plans for that, <br />so the precedent was there for handling the plan this way. Mayor Welsch was the one who <br />established the precedent. It worked beautifully for this Comprehensive Plan and she <br />would like to see it done again. That way council can feel that we have looked at this, <br />because some of you don’t want to spend any time at it, but she did. She did want to make <br />this work. <br /> <br />Mayor Welsch stated that she appreciates the reminder of the Advisory Board for Economic <br />Progress, but would like to clarify that that report was very different than a Master Plan for <br />Bike and Walk. It was a report. We did not set out specific plans. And quite frankly, <br />Council did not go to the Plan Commission and say do this or do that. It was a very good <br />report and the Mayor said she was proud of it, but it is very different from what we are being <br />asked to do tonight. Mayor Welsch informed Council that five minutes ago she had stated <br />that she would support the majority on this motion. However hearing the City Clerk <br />rereading the motion she would not be able to support something that does not say that we <br />adopt the plan; that we just accept for consideration. She said she agrees with Mr. Kraft, <br />that this is what the amendment. Mayor Welsch said let for the original resolution that <br />accepts the plan, and if you don’t want to accept it vote against the resolution. <br /> <br />Mr. Crow and Mr. Price both stated that Council needed to vote on the amendment that was <br />on the floor. <br /> <br />Mayor Welsch advised all Councilmembers that they had one more time to speak on the <br />motion that was on the floor. <br /> <br />Mr. Price announced that after his vote he was going to make an amendment. <br /> <br />Ms. Carr asked the Mayor if there was a way to amend the amendment to adopt the plan, <br />considering that there are some parts of this plan that she found objectionable. She then <br />asked Mayor Welsch how she believed this should be worded so that they are not just <br />adopting something that transfers Council’s policymaking authority to the administration. <br />We would not work as a Council to do this and just simply sign-off on it. Ms. Carr noted the <br />report was very much like this, and Mayor Welsch and Mr. Wagner submitted 58 or 59 <br />points to be inserted, which were printed int the packet she earlier provided.
