Standard to the 2012 Standard. He noted that many of the Club’s members were in
attendance tonight and if approved, UCity would be the third city in the state to have up-to-
date energy efficiency standards. He stated that over the 30-year life-cycle, average
homeowners would save roughly $8,000, which is an annual savings of $507. Mr. Berg
stated that this bill is good for the environment, good for homeowners and good for the city
of UCity.

Elsie Glickert, 6712 Etzel
It is an established fact that boards and commissions in UCity are advisory to City Council
and that Council acts accordingly at a future meeting to address their recommendations.
Several months ago the Traffic Commission recommended that the Loop Trolley
Transportation Company was to create and replace nine parking spaces that were
sacrificed to create their district, and to date this recommendation has not been addressed
by Council at a public meeting. Ms. Glickert stated that now comes information that staff is
planning to rent space in the parking garage to the Trolley Company for $180 per month for
nine spaces, although the parking garage is existing space and has been for many years.
This did not constitute creating a new space and staff does hot have the authority to
supersede Council in addressing this issue of deficit parking spaces. She stated that this
responsibility falls upon the Trolley Company and not city staff, who are already spending
entirely too much time addressing Folly Trolley problems. Her question to City Council was
when will this recommendation from the Commission be addressed at a public City Council
meeting?

Ellen Bern, 7001 Washington
Ms. Bern stated that she was here to remind and invite Council and the public to two
upcoming events:
th

Wednesday, October 17 – open house for Physician’s Choice Wellness and Apex
Network Physical Therapy, located at the old Council of the Blind building, 7700
Olive. The open house will be held from 11 a.m. to 1 p.m. and from 4 p.m. to 7
p.m., with food and prizes. The ribbon cutting for this totally renovated building will
be held at 4 p.m.
th

Saturday, October 26 - Fright Night at the Casino, sponsored by the Chamber of
Commerce. The entire first floor of the Brentmoor will be transformed to conduct
this event. The cost is $25.00 which includes food, drink, music, prizes and lots of
games.

Carolyn Pufaut, 7530 Delmar
Ms. Pufaut expressed her support for the proposed energy conservation measure that was
postponed until the next meeting. This proposal is really a good thing for businesses,
residents and the city. She noted that she has only lived in U City for 10 years, but plans to
stay here indefinitely and is looking forward to the enactment of this solid and progressive
code.

Roy Ellinger, 6925 Cornell
Mr. Ellinger, State representative for U City, expressed his endorsement of the Energy
Conservation Code. If adopted, each year the reduction to energy bills will significantly
exceed increased mortgage costs. He stated that builders all across the country find
acceptance of this code because it attracts people who are really interested not only in
lower costs, but saving our environment and the efficient use of energy.

Melcine Henderson, 1339 Purdue
Ms. Henderson stated that the request to relinquish 24 to 34 parking spaces in lieu of the
creation of 9 new spaces had been presented and approved during her tenure as Chair of
the Traffic Commission. She advised Council that the Commission had been unaware of
any arrangements to utilize the parking garage at the time the proposal was presented and
3
