<br />Other Business <br /> <br />Revised Draft Bicycle and Pedestrian Master Plan Resolution regarding a <br />recommendation to City Council for the adoption of the Revised Draft Bicycle and <br />Pedestrian Master Plan <br /> <br />Ms. Locke asked Staff to provide an overview of the agenda item. <br /> <br />Mr. Greatens provided background information. He stated that a Draft Bicycle and Pedestrian <br />Master Plan was presented to the Plan Commission on January 23, 2013 for consideration as a <br />supplement to the 2005 Comprehensive Plan Update. At that meeting, the Plan Commission <br />recommended that the plan be adopted as a supplement and that it be reviewed again with the <br />next iteration of the Comprehensive Plan for incorporation. A public hearing was held at the <br />April 8, 2013 City Council meeting, where public comments were expressed and received. At <br />that meeting, City Council passed a motion to send the Draft Bicycle and Pedestrian Master Plan <br />along with the comments from the just held Public Hearing and the comments from this Council <br />back to the Plan Commission to be read, analyzed with regard to compliance with the Charter <br />and University City municipal policies and considered for incorporation into the new <br />Comprehensive City Plan that is in process of being developed. The Comprehensive Plan <br />Committee of the Plan Commission reviewed the motion and decided to host a second public <br />meeting to respond to questions and receive additional comments. This meeting was held on <br />August 27, 2013 after significant public dissemination of the meeting notice. There were over <br />80 people in attendance. Additional verbal and written comments were encouraged, received <br />and examined. As a result of the additional comments, revisions to the original Draft Master <br />Plan were made by Trailnet. The receipt of one additional comment that was submitted after the <br />plan was revised was acknowledged. It was a letter dated September 24, 2013, addressed to Mr. <br />Rich Wilson, Director of Public Works and Parks from the agents of Parkview Neighborhood, <br />and distributed to all Plan Commission members. Mr. Greatens stated that representatives of <br />Trailnet and University City Public Works and Parks Department were in attendance to respond <br />to any questions. <br /> <br />Ms. Locke asked the Plan Commission members to express any questions or comments <br />regarding the Plan. Ms. Moran requested a change in the wording of the proposed resolution to <br />adjust the content on page two of the draft to mimic a previous paragraph, stating that the Plan <br />s of the Revised <br />Draft Bicycle and Pedestrian Master Plan into the development of the next Comprehensive Plan <br /> <br /> <br />Ms. Locke asked Rich Wilson, Director of Public Works and Parks, regarding the letter from <br />Parkview Subdivision, if the Draft Plan had been revised to incorporate the requests from the <br />private subdivision. <br /> <br />Mr. Wilson stated that it was addressed at the public meeting and that any dealings with private <br />subdivisions or the desire to put a path in a subdivision would begin with a discussion with that <br />subdivision. It would begin with a subdivision wanting to make the improvements, not the City <br />tm; <br /> E <br /> <br /> <br />
