asked when that request had been made. Ms. Riganti stated that she had
spoken with the owners approximately one to two weeks ago.

Ms. Carr stated that another concern had to do with the amount of money
being expended to the Chamber of Commerce from the Economic
Development Retail Sales Tax fund. She then questioned whether the city
had developed any benchmarks to determine the impact of these expenditures
and whether it would be appropriate for this organization to make any
endorsements during the next election. Ms. Carr stated that she had some
reservations about an organization that receives money from the City being
allowed to endorse candidates.

City Manager Walker stated that to date the City has not worked with the
Chamber of Commerce to develop any benchmarks, although it is something
that he will instruct staff to do. He stated that with respect to endorsements,
clearly if this organization is accepting City money any endorsements would be
totally inappropriate.

Mr. Glickert stated that in the area of marketing the Chamber of Commerce
has disclosed their plan to develop a database website. He then asked Mr.
Walker who would be the gatekeeper of this website on an ongoing basis? Mr.
Walker informed Councilmember Glickert that his question could be best
answered by the Chamber of Commerce.

Ellen Burns, 7001 Washington Avenue
Ms. Burns stated what the Chamber has talked about was that they would be
responsible for maintaining the data and keeping it up to date. She stated that
although she was not quite sure what Councilmember Glickert meant by a
gatekeeper, the real issue is that the City and Chamber will be working
together in terms of the overall development of the site.

Mr. Glickert explained that the gatekeeper is essentially the person or persons
who will be responsible for updates and maintenance of the site. He stated
that in his opinion, this is a pretty big responsibility and is the reason why he
was interested in finding out if anyone had been designated to perform this
work. Ms. Burns stated that based on her understanding these tasks will be
performed by the Chamber and is one of the reasons for the full-time position.

Voice vote on Mr. Sharpe’s motion to approve Resolution 2013-18 carried
unanimously.

BILLS
Introduced by Ms. Carr
2.
