Introduced by Mr. Sharpe
3. BILL 9216 –
An ordinance to authorize the City Manager to execute a contract
between the City of University City and the Missouri Highway and
Transportation Commission providing for the pedestrian improvements on

Jackson Avenue and Balson Avenue.

Bill 9216 had its first reading.

Introduced by Mr. Glickert
4. BILL 9217 –
An ordinance adopting and enacting a new Code of Ordinances of
the City of University City; establishing the same; provided for the repeal of
certain ordinances not included therein, except as herein expressly provided;
providing for the manner of amending such Code of Ordinances; providing
penalty for the violation thereof; and providing when this ordinance shall

become effective.

Bill 9217 had its first reading.

O. CITIZEN PARTICIPATION (continued if needed)

P. COUNCIL COMMENTS
Mr. Glickert asked Ms. Pumm where Council weighed-in with respect to the new
Code of Ordinances, if it is only being made available in the City Clerk’s office.
Ms. Pumm stated that Council had been provided with an opportunity to receive a
copy of the new Code of Ordinances several weeks ago. Some members elected
to obtain a hardcopy and others chose to review it on line. She stated that copies
have also been distributed to City staff and that updates would be made available
on a regular basis.

Ms. Carr stated that this evening she had learned that the Ackert Arch was going
to be moved north several feet however she still has not seen any signage. She
stated that there are signs for Centennial Greenway, which is very nice, but first
and foremost is Ackert Park. Ms. Carr then asked Mr. Walker if he could provide
her with an update on her request for signage in this area. Mr. Walker stated that
he would discuss this issue with the Public Works and Parks Director tomorrow
and advise Council with respect to the status of the signs.

Mr. Sharpe stated that he had an opportunity to go to the National League of Cities
conference in Seattle, Washington with the Mayor and has passed on countless
forms of information to Mr. Walker and Mr. Wilson, which he hopes will be of some
value to the City. He stated that he had also obtained some information for City
Council which he would either bring by their house or provide at the next Council
Meeting.

rd
Mayor Welsch stated that December 3 is the date chosen by a national
movement to encourage people to donate to local non-profit organizations in need
of financial help.
