<br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />5th floor of City Hall <br />6801 Delmar <br />November 25, 2013 <br />5:30 p.m. <br /> <br />th <br />The City Council Study Session was held in the Council Chamber, 5 floor of City Hall, on <br />November 25, 2013. Mayor Shelley Welsch called the Study Session to order at 5:30 p.m. In <br />addition to the Mayor, the following members of the Council were present: <br /> <br />Ms. Paulette Carr <br />Mr. Steve Kraft (arrived at 5:50 p.m.) <br />Mr. Michael Glickert <br /> Mr. Terry Crow <br /> Mr. Arthur Sharpe, Jr. <br /> <br /> <br />Also in attendance were City Manager Lehman Walker and the Director of Public Works and <br />Parks Rich Wilson. <br /> <br />Mayor Welsch opened the Study Session asking for any changes to the upcoming Council <br />meeting agenda. Change requested was the removal of two commission appointments listed <br />on the agenda. <br /> <br />Public Works and Parks Director Mr. Wilson spoke on University City’s Capital Improvement <br />Program for Fiscal years 2015 to 2019. The Capital Improvement Program agenda covered: <br /> <br /> Assets <br /> <br /> FY 14 Capital Improvement Program status <br /> <br /> Challenges <br /> <br /> Revenue <br /> <br /> Proposed FY 15 to 19 Capital Improvement Program <br /> <br /> Proposed maintenance program <br /> <br /> Proposed fleet purchase <br /> <br /> Funding goals <br /> <br />ASSETS <br />Includes roads, alleys, bridges, sidewalks, trails, parking lots, MSD culverts, signs, lights, traffic <br />signals, parks, golf course/driving range, street trees, swimming pool, recreational center and <br />community center. <br /> <br />Mayor Welsch asked if the City’s fire station would be an asset. Mr. Wilson said all of the City’s <br />buildings could be listed as assets. <br /> <br />Mr. Sharpe asked about the four large MSD culverts and the one that needed some repair. He <br />asked what kind of repair was needed. Mr. Wilson said the Spoon Culvert is starting to <br />deteriorate. He noted it supports a City road and is therefore the City’s responsibility. <br /> <br />Ms. Carr asked who was responsible for the buildings: City Hall,/Annex, the Trinity building, <br />transfer station and two fire stations. Mr. Wilson said those assets fell under the Community <br />1 <br /> <br /> <br />
