Ms. Carr asked if those buildings would be included in Capital and <br />Mr. Wilson said they do. <br /> <br />Mayor Welsch asked who owned the channel that runs between U-Haul and its new lot at the <br />corner of Midland and Olive. She noted this channel certainly needs some work. Mr. Wilson <br />said he would need to look at a map to see if the property owners own up to the center of the <br />channel. <br /> <br />Ms. Carr asked if it is assumed property owners own up to the center of the channel, how would <br />the City address this if work was needed. <br /> <br />Mr. Wilson said the department has proposed a pilot program to clean out some of River des <br />Peres. He stated the City may need to take a look at how to clean out the channels which was <br />not discussed in the past. Individual property owners would not be able to do much and since <br />MSD recently lost its rate increase, they will not invest any money in cleaning the channel. <br /> <br />Mr. Sharpe asked if that meant MSD was abdicating their responsibility for the channel. If the <br />City starts working on it, would that mean the City is saying they own it? <br /> <br />Mr. Wilson noted that any work the City would do in River des Peres, the City would need to get <br />a variety of permits from MSD and the Army Corp of Engineers. <br /> <br />Continuing with the Power Point presentation, Mr. Wilson noted to date the City has completed <br />three projects with seven projects are still under construction, with most of the projects to be <br />done in the spring and summer of 2014. <br /> <br />Mr. Wilson was asked about the Ackert Walkway sign and he stated the department has been <br />asked to design an arch to replace the one that was removed. The arch with the sign would be <br />place at the beginning of Ackert Walkway. He said they are in the design stage and the <br />proposed design will be presented to Council before being finalized. Mr. Wilson said the new <br />sign was in the budget. <br /> <br />Mr. Sharpe asked if the items under Design Projects Scheduled were what was going to be <br />done or was it in the thought process. <br /> <br />Mr. Wilson said that all of the projects were budgeted. He noted there is a question about when <br />some should be done, such as the Morgan Wilshire budgeted at around $400,000. Mr. Wilson <br />said there has been questions about how much money should the City spend on George Street. <br /> <br />Mayor Welsch asked about the Chamberlain Bridge project, if the amount noted was the City’s <br />portion of replacement cost. Mr. Wilson said that was a total construction cost and 80 percent <br />of that cost is supplied by the Federal government. <br /> <br />Continuing, Mr. Wilson spoke on the City’s challenges. First is the aging infrastructure with the <br />streets and sidewalks. He noted that if preventative maintenance is done from the beginning of <br />its life-cycle, the life of the infrastructure in UCity will be extended. He said the average rating of <br />the street surfaces is about a 6.18, which is a fair condition. However streets deteriorate faster <br />from this point forward. <br />2 <br /> <br /> <br />
