Mr. Wilson noted that the Federal government has pulled funding from <br />communities that do not meet the ADA guidelines. <br /> <br />Mr. Sharpe noted that the ADA curb/ramps tend to catch leaves and noted they did not look <br />wide enough for a wheelchair. <br /> <br />Mr. Wilson continued saying another challenge is the flat revenue received by the city. The last <br />challenge is the retro-reflectivity requirement for the City’s signs. Public Works’ plan is to <br />replace one-tenth of the City’s signs every year. Mr. Wilson stated that all the signs should be <br />replaced in ten years. <br /> <br />Mr. Sharpe asked if there is a deadline for foxing the signs and what happens if that deadline <br />was not met. <br /> <br />Mr. Wilson said someone could sue the City because the stop sign was not of the right <br />reflectivity. <br /> <br />Mr. Wilson covered the proposed Capital Improvement Program (CIP) FY 15 – FY 19 for the <br />following areas: <br /> <br /> Streets <br /> <br /> Sidewalks <br /> <br /> Signals <br /> <br /> Bridges <br /> <br /> Lights change to LED <br /> <br /> Bicycle <br /> <br /> Parks <br /> <br /> Parks ADA <br /> <br /> Golf <br /> <br /> Facilities (exterior & interior) <br /> <br /> Miscellaneous which includes digital message boards, police department renovation and <br />IT infrastructure expansion. <br /> <br />Mr. Wilson noted he just found out that Ladue had applied for and received a grant about four <br />years ago to do their section of Price Road. The other half lays within the University City limits <br />so Public Works will use money out of the $500,000 allocated for streets to do UCity’s portion of <br />Price Rd. Mr. Wilson was not sure why Public Works did not apply for the grant at the same <br />time Ladue did so. He noted it would be cheaper to fix the road now using the same contractor <br />as Ladue. Mr. Wilson noted it was important to get ahead on the ADA ramps as the City cannot <br />spend tax dollars on street work unless all ADA requirements are met on that street. <br /> <br />Mr. Kraft asked if the City could put their own signal in at Centennial Commons at Olive. <br /> <br />Mr. Wilson said the City could but would have to get a permit with the State of Missouri. <br /> <br />Ms. Carr asked in order to meet the Historical Preservation ordinance, the configuration of the <br />lighting remains the same but the bulb gets changed.
