Mayor Welsch asked about the City ownership of the lighting standards throughout the City. Mr. <br />Wilson noted that the City owns 513 light standards. Ameren UE owns 2900 light standards in <br />UCity. The Mayor asked if the City was going to convert their lighting standards over to LED. <br />Mr. Wilson said they are presently doing designated sections of the City. <br /> <br />Mr. Sharpe asked if the City went for a bond, would Public Works set the priorities, would the <br />Council do the priorities or would it be done in a collaborative effort. <br /> <br />Mr. Wilson stated Public Works could tell Council where the needs are and Council would have <br />input in as to how far they would want to go up the ladder and their priorities. <br /> <br />Ms. Carr asked what ECL and NCL meant. ECL is east City limits, and NCL is north City limits. <br /> <br />Mr. Walker noted the Parks ADA improvements needed was a struggle, as nothing was <br />budgeted since he was keeping with a balanced budget approach. <br /> <br />Ms. Carr asked if there was an alternative the hard rubber ground surface for playgrounds. Mr. <br />Wilson stated Public Works and Parks would investigate that for the next playground project. <br /> <br />Mr. Wilson said the golf course issue not being budgeted for is the need for fencing to prevent <br />golf balls from leaving the golf course area on the west side. <br /> <br />Mr. Glickert noted on hole #6 which is Groby Road. where the ball goes over the present fence <br />or hits the new cart path and then bounces over the fence. He stated the other area of concern <br />is hole #4 on McKnight Road. Balls are being hit to the homes on the west side of McKnight <br />and the traffic on McKnight. <br /> <br />Mr. Wilson recommended replacement of two existing message boards with digital signs each <br />year until all are replaced. The Public Works and Parks department is also looking for another <br />site for the leaf mulch pile. <br /> <br />Ms. Carr asked if moving the leaf mulch pile would eliminate the run-off into River des Peres. <br />Mr. Wilson agreed that it would. <br /> <br />Mr. Wilson noted the biggest need on facilities from Community Development is the City Hall <br />parking lot retaining wall replacement. Also, Public Works asked for an interior wall similar to <br />what Community Development has on the fourth floor. For all the CIP for FY15 the total would <br />be about 1.4 million dollars. <br /> <br />Ms. Carr asked if that allowed for the continued set-aside for the police department renovation <br />or move. Mr. Wilson said it did not. <br /> <br />Mr. Wilson covered other funds. The Solid Waste Enterprise fund asked for remodeling of <br />recycling center and bathroom facilities. He noted that he covered every project and the ones <br />less than $25,000 would be transferred into Capital Outlay as part of the operating budget. The <br />Economic Development Retail Sales Tax fund would be looked at the Council meeting following. <br />Community Development Block Grant, CDBG, will provide more sidewalks and curb work when <br />it becomes available.
