She has suggested that we wait and see how
this handles the problem. He believes that she be given the opportunity to continue to use
this method to see how it solves the problem, before this issue comes to a vote. 70% of the
people in this area are against the prohibition and he, therefore, asks Council not to pass
this prohibition.

Mayor Adams stated that this matter would be taken under advisement.

AGENDA ITEM #5: REQUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC
INTEREST RESEARCH (THE SIERRA CLUB):

The Fund for Public Interest Research is planning to conduct a door-to-door campaign on
behalf of the Sierra Club for the period January I through January 31, 2000. They will
collect financial contributions and petition signatures. The organization has certified that
the cost of raising the funds in the solicitation will not exceed 25% of the total amount
raised. A representative of the organization has been invited to be in attendance should the
Council have any questions. Mr. Ollendorff recommends that the Council grant the permit
since all requirements have been met.

Kim Mongovan, 7261 Delmar Blvd., representative for the applicant, came forward upon
the Mayor's request.

Responding to Mr. Lieberman, Ms. Mongovan stated that the Sierra Club solicited door-to-
door in neighborhoods and not in front of businesses. Mr. Lieberman stated his long time
opposition to any neighborhood door-to-door solicitations of any kind.

Mr. Schoomer moved approval. Mr. Munkel seconded the motion. Our engineering staff is currently reviewing the easement
requests in order to more fully describe them to the City Council. The contractor is very
anxious to get approval so that they can continue with this ongoing construction project
which is currently on hold. One concern Mr. Ollendorff has is that our claims for damage to
Metcalf Park have not yet been resolved. He is hopeful that we can settle this matter by

6
