Session 1771
December 20, 1999

2. BILL NO. 8444 - FIXING THE COMPENSATION TO BE PAID TO CITY
OFFICIALS AND EMPLOYEES AS ENUMERATED HEREIN FROM AND AFTER
DECEMBER 22, 1999, AND REPEALING ORDINANCE NO. 6204.

The bill was given its second reading.
The bill was given its third reading.

Mr. Wagner moved approval. Ms. Colquitt seconded the motion. The roll call vote was as
follows: AYES: Mr. Munkel, Mr. Wagner, Mr. Lieberman, Mr. Schoomer, Mr. Sharpe, Ms.
Colquitt and Mayor Adams. NAYS: none. Bill 8444 passed and became Ordinance #
6223.

BILLS FOR INTRODUCTION:
None.

MISCELLANEOUS COMMENTS AND ANNOUNCEMENTS:

Mr. Munkel wished to congratulate, on behalf of the citizens of the community and the City
Council, Chief Payne and the University City Police Department in solving the Felicia Gayle
homicide. He had a lot of faith in the department because of their strong record in solving
homicides that this would be solved as well. He knows that there was a lot of anxiety in the
community, particularly in the neighborhood where Ms. Gayle lived. Thank you to the
detectives and officers who worked on this case for a job well done. Ms. Gayle was a friend
of his and had known her for a number of years and he is glad that the department has
completed their investigation successfully.

Mr. Wagner thanked Mr. Munkel for his comments. He stated that this crime occurred in
his neighborhood and he had already expressed his thanks to Chief Payne for excellent
police work over a number of months where he could not tell the neighborhood residents
what was going on. It is not in the nature of investigative police work that these leads can
be public. He does echo Mr. Munkel's commendation to the Chief and all of the officers
that helped solve this crime.

Mr. Schoomer wished to extend invitations to the public and to Council for the Library's
60th Anniversary Gala on December 29, 1999. The Over the Line Trio will be playing.

Mr. Lieberman reminded everyone that this was the last meeting of the year and he,
therefore, wished everyone a Happy New Year.

9
