Traffic Commission Rules of Orders – Bylaws <br /> <br />Commissioner Wofsey opened up this item by discussing the amended set of Bylaws which have been <br />nd <br />under consideration for some time. However, the meeting day has been changed from the 2 <br />st <br />Wednesday of the month to the 1 Tuesday of the month and the Bylaws will need to be further <br />amended to reflect that change which will occur in January 2014. <br /> <br />Commissioner Hales made a motion to take a look at this item next meeting to amend the Bylaws to <br />include future meeting days. Motion was seconded by Commissioner Creer. Those in favor included <br />Commissioner Tunstall, Commissioner Hales, Commissioner Creer, and Commissioner Wofsey. <br />Commissioner Brot was not in favor of this motion. The Ayes have it, thus this item will be addressed <br />at the next month’s meeting. <br /> <br />4Mock Roundabout (Update) <br />. <br /> <br />Commissioner Wofsey read a written update on the Mock Roundabout. The update stated that an <br />additional evaluation is in progress to determine if the Trinity Ave perpendicular street west of the <br />Roundabout on both North and South side of Delmar needs to be eliminated from the final design of <br />the roundabout. <br /> <br />Councilmember Carr indicated that she has an objection in regards to the current layout and pointed <br />out that when you park on the section of Trinity Ave. nearest Delmar on the north side you are facing <br />North or Northwest at an angle thus there is no natural turn around and egress is directed toward <br />traversing the City Hall parking lot onto Sgt. Mike King Dr. In addition to the hardship of this egress <br />movement onto Delmar, Councilmember Carr also expressed concerns about loss of parking resulting <br />from the current trial roundabout layout and its possible negative effects on rather large institutions in <br />the area. <br /> <br />5. Council Liaison Report – Councilmember Carr <br /> <br />Councilmember Carr reported on the following items: <br /> <br /> <br />Street Sweeping <br /> : There will be a resolution for street sweeping on all streets and alleys for <br />University City which should be presented to the Council on October 14. In response to <br />Commissioner Brot’s inquiry regarding the type of equipment used for street sweeping, <br />Councilmember Carr pointed out to how the funding of the operation is proposed to work and <br />that it is connected to waste management now, as it should have been before. Commissioner <br />Wofsey requested that the Commission members be provided for their review a copy of the <br /> <br />written report submitted by the Director of Public Works and Parks to the Council. <br /> <br /> <br />Hazardous Mitigation in the Flood Prone Areas: <br /> The City is committed to continuing to look <br />for FEMA – Federal Emergency Management Agency’s assistance with grants to either elevate <br />or buy-out properties in these areas. There is money available for programs considering <br /> <br />several options together, but no money available if focused on strict buy-out as a solution. <br /> <br />6.
