Session 1772
January 10, 2000

before would be met. He understands that they added on the back to cut back on the east
of these buildings. To him, it shows effort on the part of the builder to work with the City
and residents and feels this should be approved.

The motion was approved six to one, with Mr. Wagner voting Nay.

CITIZEN COMMENTS:

Mrs. Elsie Glickert, 6403 Clemens - U. City East, is before Council tonight as a
representative of the U. City East Association. Mrs. Glickert presented the problem of
distribution of the Post-Dispatch north of Olive. The council of U.City East is asking the City
Council for a position on this. The University City residents who live north of Olive are
receiving the North section edition of the Post-Dispatch and they should be receiving the
West section. This is also occurring with the Citizen Journal, as well.

Mayor Adams stated that he would write a letter to the publishers of the Post Dispatch and
the Citizen Journal to make them aware of the situation and to ask for a corrected
distribution schedule.

Mr. Schoomer asked if we were using the Post-Dispatch for legal notices. Mr. Ollendorff
said that we were not.

Mrs. Elsie Glickert, 6712 Etzel, said that she had read that the City had finished the Civic
Plaza renovations. She disagrees. She said that the minor gates are missing which were
on Harvard and Delmar. These were duplicated replicas of the Lion Gates from the very
beginning of the City until the 60's, when the first gate on the City Hall side was wrecked
and it disappeared and the second gate was demolished by another automobile on the
south side of Delmar not long after. It was not long, that citizens came forward, very
distressed, because these artifacts were disappearing. The Historic Preservation
Commission was created at this point, when she was a councilmember on this body. She
wants to know why the gates have not been restored. She believes they should be,
because they were a part of the Civic Plaza. The whimsical benches are cute, but not a
part of the original Civic Plaza artwork. Mr. Schoomer stated that the plans that were
drafted were not to restore the Civic Plaza to its absolute historic accuracy. They are not
going to put the cupids back on City Hall. It was to be designed for our time and in to the
future. He does not recall the minor gates ever being discussed in any of the hearings or
meetings on the parameters of the Civic Plaza work. Ms. Glickert maintains that someone
had made a mistake, because she believes that the minor gates were definitely part of Civic
Plaza. Mayor Adams said that he concurs with Mr. Schoomer, because when he served on
Historic Preservation, he does not remember talking about putting the minor gates back up

6
