Session 1772 <br />January 10, 2000 <br /> <br />Mr. Joe Hopkins, 7005 Lindell, stated that he was the instigator of this situation, which <br />was to give them the same parking situation as Westmoreland, Maryland and Northmoor, <br />that is to restrict the parking. The whole street of Lindell was invited to participate in this <br />and they proposed that the best way to do this was to institute a parking restriction, not a <br />permit parking plan. It was asked to allow a parking restriction from 10 am to 2 pm. Their <br />end was in favor of it, the middle was against it and the other end, up to Asbury, was for it. <br />They believe it is a crisis situation. The eastern end of Lindell is an eighteen hour parking <br />lot for Wash U. faculty, students and anybody else. Health care can not park in front of a <br />dying neighbor's house. He stated that he had read that 94% of the residents on this street <br />are on record as against it. He is upset that these people are affecting what the eastern <br />residents are wanting to do. There is a remedy for them - restrict their parking as well. <br />The Traffic Commission voted unanimously for this parking restriction. <br /> <br />Mr. Tom Lachajczyk, 7054 Lindell, stated that he is totally against this parking restriction. <br />He believes that this restriction and the time period is inconvenient and unnecessary. <br />Washington University states, in an article, that he will support neighboring communities <br />restrictive parking measures. If Chancellor Wrighton suggests that he wants to be <br />supportive of U. City's efforts to prohibit Wash U. people from parking on our streets - he <br />thinks that is great. But if he is suggesting if we should all be inconvenienced so that <br />Wash U. people cannot park on our streets, then he is not in favor of that. Wash U. is not <br />in University City - the residents pay the taxes. He agrees that there is a problem on the <br />east end of Lindell, but he would not like the problem down on their end of the street. <br /> <br />Ms. Kelly Lachajczyk, 7054 Lindell, stated that she is opposed to this parking restriction <br />proposal. At best, it simply will move the problem up the street. This proposal is pitting <br />neighbor against neighbor. There was a resident from Westmoreland at the last meeting <br />that spoke to this issue, saying that the restriction was put in place on her street and the <br />results were very negative. She said that it did, indeed, push the problem from the end of <br />Westmoreland that abuts Big Bend back to her part of the street. There has to be a better <br />way to handle this very big problem. A simple solution would be for Wash U. to issue a <br />parking regulation to its students and employees, maybe in the form of the orientation <br />booklet or similar thing they may publish. They could enforce this regulation by stating <br />that everybody has to park on campus, by withholding grades or wages or whatever <br />sanctions might work. <br /> <br />Ms. Diane Roman, 7031 Lindell, stated that she is well versed with this problem. She <br />lives on the end of Lindell that would benefit from the proposed restriction because it is <br />proposed that the sign would go between her and her next door neighbor at 7033. Her <br />neighbor at 7033 does not have a garage or driveway and has no option but to park on the <br />street. She has a driveway and a two car garage, so it will not affect her.
