<br />Staff Comments and Recommendation <br /> <br />Mr. Greatens stated that there were no planned expansions to the footprint of the buildings, no <br />addition or increase in the number of units, and no increase in building height. He stated that <br />there would be an additional twenty- <br />opinion that the proposed uses were compatible with the surrounding area and that the changes to <br />the parking and circulation would not be detrimental to the surrounding properties; thus, staff <br />recommended approval of the Zoning Map Amendment, rezoning the property from HRO <br />High Density Residential/Office District to PD-M Planned Development Mixed Use District <br />and staff recommended approval of the Preliminary Development Plan with the conditions in <br />Attachment B of the Staff Report. <br /> <br />A motion was made by Mr. Senturia to approve the Preliminary Development Plan with the <br />conditions set forth in Attachment B of the Staff Report. The motion was seconded by Ms. <br />Greening and carried unanimously. <br /> <br />A motion was made by Ms. Moran to approve the Zoning Map Amendment, rezoning the subject <br />property from HRO High Density Residential/Office District to PD-M Planned Development <br />Mixed Use District. The motion was seconded by Ms. Greening and carried unanimously. <br /> <br /> <br />b.Zoning Text Amendment Regulation of lighted outdoor recreation facilities <br />including athletic fields and similar recreational uses <br /> <br />Mr. Lai provided background information for the proposed Text Amendment. He stated that at <br />the November 4 Code Review Committee (CRC) meeting, the CRC recommended approval of <br />the Text Amendment to classify lighted outdoor recreation facilities as Conditional Uses, which <br />would require a public hearing so more public input would be obtained. The proposal also <br />included the addition of a definition for outdoor lighted recreation facilities. Subsequent to the <br />November 4 CRC meeting, the City Attorney reviewed the proposed language and had no issues <br />with the proposed language. Mr. Lai added that there were currently lighting performance <br />standards in the Zoning Code but no public hearing was required. The proposed Text <br />Amendment would require a public hearing through the CUP process, allowing for public <br />comment and feedback. He stated that existing facilities would be grandfathered if the Text <br />Amendment was approved. Staff recommended approval of the proposed Text Amendment as <br />specified in the material distributed. <br /> <br />Ms. Greening, CRC member, stated that looking ahead to potential issues, the proposed Text <br />Amendment provided another way to ensure proper channels were in place for public input. <br /> <br />A motion was made by Ms. Greening to approve the proposed Text Amendment.
