<br />MEETING OF THE CITY COUNCIL <br />CITY HALL <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />December 9, 2013 <br />6:30 p.m. <br /> <br />A. MEETING CALLED TO ORDER <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City <br />Hall, on Monday, December 9, 2013, Mayor Shelley Welsch called the meeting to order <br />at 6:30 p.m. <br /> <br />B. ROLL CALL <br /> In addition to the Mayor the following members of the Council were present: <br /> <br />Mr. Byron Price <br />Ms. Paulette Carr <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />C. APPROVAL OF AGENDA <br /> <br />City Manager Walker requested that the reference to Lewis Park which is referred to in <br />the body of Resolution No. 2013-20 be amended to read Heman Park. <br /> <br /> <br />Mr. Price stated that in his opinion the issues related to Resolution 2013-21 represented <br />a fundamental change with regard to free speech that is substantial enough in nature to <br />have required proper lead time and advanced discussions on the part of Council. <br />Therefore he would make a motion that this resolution be deleted from the agenda based <br />on the fact that the proper procedures had not been followed prior to the item being <br />placed on the agenda. He stated that it is somewhat ironic that the people who typically <br />raise concerns about protocol and transparency have nothing to say about an issue <br />that seeks to eliminate elected officials from properly bringing items to the floor. <br /> <br />Mayor Welsch advised Mr. Price that the proper time to make such a motion would be <br />when the specific item is being discussed. Mr. Price stated that he had made the motion <br />because his intent was to postpone Resolution 2013-21 from the agenda. <br /> <br />Ms. Carr seconded Mr. Price’s motion to postpone Resolution 2013-12 until the next <br />Council meeting, January 13, 2014. <br /> <br />Mr. Sharpe questioned whether the Resolution would be placed on the agenda for the <br />next meeting? Ms. Pumm stated that the Resolution was being postponed to a certain <br />date, which would be January 13, 2014. <br /> <br />Mr. Glickert stated that he had no issue with postponing the resolution, but would <br />question whether Mr. Price had given any consideration to when and where a discussion <br />1 <br /> <br />
