This would be another tool for the City to use in the future. He assured the Mayor this
data was City data to be shared with our economic community.

Ms. Riganti noted that there will be a number of products that will be developed through
implementation that will be useful, so recommendations won’t only be recommendations
for additional level of study, but will be actual tangibles that we can use when staff does
planning and policy guide and economic analysis.

Mr. Glickert asked what the team looks like. Mr. Gardner stated that one of the three
HLA principals would be at every meeting and working closely with Added Dimensions
on all the outreach. He stated that they have a great staff, but principals do not hand
things off to junior staff but stay involved. HLA would be the point of contact for project
oversight, and Added Dimensions would be the point of contact for community outreach,
but it would be one team working together.

Ms. Riganti noted that HLA’s contract will be presented to Council for authorization.
Community Development will separately engage Added Dimensions. The company will
collaborate with HLA but will report to Community Development since they are not being
hired as a consultant by HLA. Ms. Riganti noted that the Added Dimensions contract
does not need to be approved by Council but Community Development will present it to
the City Council. Ms. Riganti added that it will be a seamless collaboration.

Ms. Taylor-Crate stated that her firm is a public involvement, community engagement
firm which has been in St. Louis for eight years. She noted there are 4 members of her
team and we would see all involved. Added Dimension has worked on projects in the
St. Louis region such as the Stan Musial Veterans Memorial Bridge Project and
Waterloo Project, Illinois Dept. of Transportation, Loop Trolley Project, I-64 (MoDOT),
Energize Missouri, Department of Natural Resources.

Ms. Locke thanked the guests for coming and providing information for discussion.

Ms. Riganti noted the Plan Commission was excited about the new plan and planning
process and believe these two companies are very strong in community engagement
with the needed technical planning experience. She said in terms of the next step,
Community Development will bring HLA’s contract to the City Council for approval on
Jan. 13, and hope start the process in full in February.

Joyce Pumm, MRCC/MCC
City Clerk

4
