Session 1773 <br />January 24, 2000 <br /> <br />EMERGENCY BILL: <br /> <br />BILL NO. 8451 - APPROVING THE ISSUANCE OF AN AMENDED AND RESTATED <br />TAX INCREMENT REVENUE ANTICIPATION NOTE, SERIES 1999-01 OF THE CITY <br />IN THE PRINCIPAL AMOUNT OF $2,467,278.00; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE AND THE CITY FINANCE DIRECTOR TO AUTHENTICATE <br />SAME ON BEHALF OF THE CITY; AND CONTAINING AN EMERGENCY CLAUSE. <br /> <br />The bill was given its first reading. <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Munkel moved adoption. Mr. Wagner seconded the motion. The roll call vote was as <br />follows: AYES: Mr. Lieberman, Mr. Schoomer, Mr. Sharpe, Ms. Colquitt, Mr. Munkel, Mr. <br />Wagner and Mayor Adams. Bill Number 8451 passed and became Ordinance 6226. <br /> <br />BILLS FOR INTRODUCTION: <br /> <br />A bill was introduced by Mr. Munkel, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 6.08 OF THE MUNICIPAL CODE, RELATING <br />TO DOGS, BY REPEALING SECTION 6.08.110 THEREOF, RELATING TO PIT BULL <br />DOGS, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS <br />"SECTION 6.08.110 PIT BULL DOGS," THEREBY AMENDING SAID SECTION SO <br />AS TO REQUIRE THE REPORTING OF INJURIES AND DEATHS CAUSED BY PIT <br />BULL DOGS, AND INCREASE THE LIABILITY INSURANCE AMOUNT AND <br />PUNISHMENT FOR VIOLATIONS OF SAID SECTION; CONTAINING A SAVING <br />CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was given its first reading and assigned bill number 8452. <br /> <br />Mr. Munkel asked for this legislation when a resident was bit in the head by a pit <br />bull that had been prepared for fighting. Since he works in a children's hospital, <br />he was able to access the actual costs of care for this child. The costs came just <br />shy of $25,000. Pit bull owners now have to have $50,000 insurance. It was <br />clear to him that this was not an adequate amount to properly protect the victim <br />or the owner of the dog. <br /> <br />9 <br /> <br /> <br />
