Session 1773 <br />January 24, 2000 <br /> <br />Mr. Wagner said that he had not heard anyone say this evening that they would be totally <br />against a residential parking sticker plan. He believes that this is a solution that everyone <br />could live with. The first step would be to vote down the recommendation in front of <br />Council and then instructions should be given to the City Manager to quickly come back <br />with an ordinance that has all the elements that have been discussed this evening. <br /> <br />Responding to Mr. Sharpe, Mr. Ollendorff stated that a new parking sticker plan bill could <br />be ready for the next City Council meeting on February 7, 2000. <br /> <br />Mr. Munkel reminded Mr. Ollendorff and staff as they are working on this that Washington <br />University owns the old Famous Barr building and to remember that MetroLink is planned <br />to go through that area, which will also be gobbling up parking spaces, as well. There is <br />also talk of more building in that area. We need to look at an inclusive area to include <br />Northmoor, Lindell, Maryland and Westmoreland, which should also be included in the <br />ordinance. <br /> <br />Mr. Schoomer said that it is normally his opinion that public streets should be kept <br />available to the public. But he is upset, however, that University City should be conceived <br />of as a parking lot for the university. He will go along with this measure, knowing that <br />anytime it should fail, the ordinance can be changed accordingly or retracted. <br /> <br />Mr. Lieberman moved to defeat Bill Number 8449. Mr. Wagner seconded the motion, <br />which carried unanimously. Bill Number 8449 was defeated. <br /> <br />BILL NO. 8450 - AMENDING CHAPTER 10.44 OF THE MUNICIPAL CODE, <br />RELATING TO PARKING RESTRICTIONS ON SPECIFIC STREETS, BY REPEALING <br />SECTION 10.44.010 THEREOF, RELATING TO PARKING PROHIBITED ON <br />CERTAIN STREETS AT ALL TIMES, AND ENACTING IN LIEU THEREOF A NEW <br />SECTION TO BE KNOWN AS "SECTION 10.44.010 PARKING PROHIBITED ON <br />CERTAIN STREETS AT ALL TIMES," THEREBY AMENDING SAID SECTIONS SO AS <br />TO PROHIBIT PARKING AT ALL TIMES ON THE EAST SIDE OF MCKNIGHT ROAD <br />FROM BERICK DRIVE TO A POINT 59 FEET SOUTH THEREOF; CONTAINING A <br />SAVING CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Lieberman moved adoption. Mr. Munkel seconded the motion. The roll call vote was <br />as follows: AYES: Mr. Wagner, Mr. Lieberman, Mr. Schoomer, Mr. Sharpe, Ms. Colquitt, <br />Mr. Munkel and Mayor Adams.
