Session 1773
Januar~ 24, 2000

Frances Schweppe, 7033 Lindell, stated that she is against the 10-2 parking restriction
bill. They are the only ones on the whole block that does not have a driveway or alley
access. Another solution needs to be looked into. They will lose their parking spaces in
front of their homes to Washington University personnel. They support the residential
parking sticker proposal.

Kelly Lachajczyk, 7054 Lindell, stated her opposition to the 10-2 parking restriction bill
and will support a residential parking sticker zone.

Susan Hopkins, 7005 Lindell, stated that she is in favor of the 10-2 parking restriction bill,
simply because something needs to be done now and that a residential parking sticker plan
will take too long to implement. Possibly, the parking sticker plan can be instituted during
the trial period.

Joe Hopkins, 7005 Lindell, stated that ten of the residents directly affected by this problem
signed the petition, contrary to what the opponents of the restriction are saying. He is in
favor of the 10-2 parking restriction bill. He does not mind the residential parking sticker
plan, but the problem needs to be dealt with now. Council should approve the trial period.

Tom Lachajczyk, 7054 Lindell, stated his opposition of the 10-2 parking restriction bill and
his support for the residential parking sticker plan. He complemented Mr. Wagner and Mr.
Lieberman for coming to the realization that this 10-2 parking restriction is not a long term
solution.

John Prindable, 7021 Lindell, stated his opposition to the 10-2 parking restriction bill. He
stated that this is a thirty year old problem with no solutions. Public thoroughfares are for
public use. There is generally no problem for a quarter of the year when school is not in
session.

Diane Roman, 7031 Lindell, stated that this was an extremely difficult issue, but she is
opposed to the 10-2 parking restriction bill as presented. She does support a residential
parking sticker plan. She is very much opposed to signs being in her front yard.

Mr. Lieberman stated that he had sent a letter to each of the affected residents to
determine their position. He received four responses back: 2 for and 2 opposed. He does
believe that this parking restriction will move the parking problem down the street and that
the better solution would be to institute a residential parking sticker proposal. The current
ordinance would have to be changed in order to add residential parking sticker plans to
streets that are adjacent to universities.

7
