<br />ific <br />elements that Section points to. <br /> <br /> <br />-Those are the elements to be preserved, and if not in the District, it does not apply. <br /> <br /> <br />-Those buildings are listed in the National Register application so they are covered by the <br />guidelines which state that asphalt shingles are not a compatible substitute. <br /> <br />Mr. Scheidt stated that the natatorium was also mentioned in the application which <br />covered the entire campus. It was more of a descriptor. In the application it includes <br />features of buildings and mentions the clay tile roofs but it also mentions the natatorium. <br />It appears that whoever wrote the Code wanted to emphasize the original construction. <br /> <br /> <br />-The Guidelines also specify windows and clay tiles. The ordinance requires adherence to <br />the standards and that, in the details, requires consideration of the roof. Based on the <br />standards, one cannot simply go to the building and replace the roof or windows, etc. <br />The School District should become familiar with the Standards. <br /> <br /> <br />-It is important to be consistent. Jackson Park School underwent new construction with an <br />addition under the same standards. Recommendations were made for that addition and <br />consistency with other buildings. That Section and the existing buildings point the <br />Commission as to what to consider. For these two buildings, the clay tile roofs are <br />prominent features. It was discussed at previous HPC meetings that removing the clay <br />tiles of these roofs could result in the potential to remove more clay tile. The <br /> the building is visible from the street as <br />that could cause problems in future decisions. While flexibility is allowed, all decisions <br />come back to the standards. <br /> <br />The Chairperson asked if there were any comments from the public. <br /> <br />There was no response with public comments. <br /> <br />Ms. Marin made a motion to deny the request to replace the clay tile roofs with asphalt shingles. <br />The motion was seconded by Mr. Myers. The motion carried by a vote of 4 to 1. <br /> <br />Mr. Smith stated that the Zoning Code required a report to be submitted to the Zoning <br />Administrator when the Historic Preservation Commission disapproved an application. He made <br />a motion that the previous report submitted regarding the disapproval of the same request at the <br />July 18, 2013 HPC meeting as well as the memo dated September 16, 2013 from staff be <br />submitted to the Department of Community Development as the report from the HPC regarding <br /> <br /> <br />2.b. Request for extension of time in maintaining the mock roundabout until installation of <br />permanent roundabout at intersection of Delmar Boulevard and Trinity Avenue in the <br />University City Civic Complex Historic District.
