<br />Mr. Greatens stated that the mock roundabout had been approved by the HPC at the April 18, <br />2013 meeting with the condition that it be removed by October 1, 2013 and the octagonal islands <br />and decorative lights would be reinstalled as they currently existed. <br /> <br />Comments/Questions from the Commission members and responses from Director of Public <br />Works and Parks included: <br /> <br /> <br />-When the October 1 deadline was set, it was the intent that if the project was not going to <br />move forward, the Civic Plaza would revert back to its original condition. <br /> <br />Mr. Wilson outlined the proposed schedule of development for the trolley and <br />roundabout. He stated that there had been a great deal of positive response to the mock <br />roundabout and it was operating well. He stated that they would not be able to replace <br />the mock roundabout in winter. <br /> <br /> <br />-Would like to have a date set so they would have to come back to the HPC and have <br />something in place to require that the area revert back to original condition. <br /> <br /> <br />-A concern was raised about consistency and following guidelines. It was stated that <br />positive feedback should not make a difference to the HPC but they should be concerned <br />with the appearance within the plaza. Concern was also expressed about the appearance <br />of the mock roundabout, specifically the cones and ribbons that are in place. <br /> <br />Mr. Wilson stated they intended to improve the appearance of the mock roundabout and <br />to provide better markings for pedestrian crossings as specified in the August 28, 2013 <br />memo to the City Manager. <br /> <br /> <br />-The original motion included a deadline so it would come back to the HPC and it was <br />always considered temporary. The motion in April stated it would revert back to what it <br /> <br /> <br /> <br />-The discussion was originally about a 30-day trial period but it was allowed to extend a <br />bit longer as there was concern about winter weather. October 1 was the date that came <br />out of the discussion in April. <br /> <br />Mayor Welsch provided an explanation regarding funding of the project and stated that even if <br />the trolley did not move forward; funding could be obtained for the roundabout. <br /> <br />Mr. Myers made a motion to accept the request for the extension to leave the mock roundabout <br />in place for a period of six months, with the previous condition regarding reversion of the <br />intersection to its original condition as specified in the April 18, 2013 HPC meeting to remain, <br />with April 2, 2014 as the termination date of the extension. The motion was seconded by Mr. <br />Wesenberg. The motion carried by a vote of 4 to 1. <br /> <br />3. New Business None <br /> <br />4. Other Business <br />tm;  šE  <br /> <br />
