Session 1774
February 7, 2000

There are other options for dealing with the safety concerns expressed by the residents
which can be discussed with the Traffic Commission at their next meeting if the City
Council would refer the matter back for further study.

Mr. Wagner stated that he and Mr. Lieberman had met with the Washington residents and
had talked with them on the phone and they would like to see the following happen: The
speed limit reduced to 20 mph, a stop sign at West Point and the last one, which was not
brought forward to Traffic Commission, installing a no right turn sign at Hanley during the
rush hours of 4pm - 6 pm. In his opinion, this will reduce the volume of high speed traffic
coming out of Clayton toward the intersection of Delmar and Hanley. The City Manager
said he will put the children at play signs up, which should do some good also.

Mr. Lieberman said that, as Mr. Wagner reported, after a good deal of discussion of this
matter, not only with the residents but with the police - it seems that Mr. Wagner's
recommendations make a lot of sense for this area. Mr. Lieberman thinks that these would
be some really strong moves toward reaching the goals that the residents expressed, which
is slowing down the traffic coming down through there. These recommendations should
very well do the job - if it doesn't, then we will find something else that will work.

Mr. Sharpe concurs with the recommendations, because they seem to meet the tenor of
what the residents were requesting. If it doesn't work, we'll go back to the drawing board.

Mr. Munkel requested that legislation be prepared for the 81st street, south of Nob Hill
issue.

Elizabeth Proost, 7481 Washington, said that they have a speeding problem on their street.
The police and Mr. Ollendorff have looked into this and have prepared reports, which the
residents do not agree with. She said that they really need to get stop signs on the street.
If they can get anything that would make the traffic slow down, it would be very important.
Their street is unique in that it is 36' wide, straight and on a hill. A normal street width is
28' wide. It is very close to the Delmar/Hanley intersection and people cut through there.
There is just too many children on this street to allow this to continue. The Traffic
Commission has approved many of their recommendations and they would like to go
forward with them. They would very much like to see the Council support their
recommendations and pass them. First, they would like to see a stop sign in the middle of
Washington, at the bottom of the hill to slow the traffic down. She described other bad
situations on West Point and Jackson.

Mary Fahey, 7440 Washington, said that she lost an animal that was hit by a car on
Washington and she came here tonight because she also has two small children. She does
not want the same thing to happen to her children. The reports do not indicate that there

7
