Session 1774 <br />February 7, 2000 <br /> <br />Mr. Schoomer said that he had no problem with the expenditure and its recipients, but he <br />does have a problem with this being set up as a contribution. He would much rather see <br />this set up as a contract for services. He does not want to set a precedent of the Council <br />being a grantor of charity. There are too many worthy causes that we are unable to support. <br />Mr. Ollendorff agrees and will set it up as a contract for services. It will be included in the <br />new budget. <br /> <br />Ms. Colquitt moved approval. Mr. Wagner seconded the motion, which carried <br />unanimously. <br /> <br />AGENDA #3 - TRAFFIC COMMISSION SAFETY ISSUES: <br /> <br />Mr. Ollendofff concurs with the Traffic Commission's unanimous recommendation to <br />prohibit parking on 81st Street south of Nob Hill for a distance of 64 feet. This will provide <br />much improved visibility and thus add to traffic safety. A bill will be prepared for <br />introduction at the next Council meeting. <br /> <br />The Commission recommends to the City administration that signs indicating "children at <br />play" should be posted in the 7400 block of Washington Ave. We will install these signs <br />as soon as they are delivered. <br /> <br />The Commission recommends that we paint four crosswalks in the 7400 block of <br />Washington. This recommendation will not be carried out since such an unwarranted <br />installation could decrease safety for pedestrians which is contrary to the intent of the <br />petitioning residents. <br /> <br />The Commission voted 4-3 on a recommendation that the City Council adopt a bill <br />reducing the speed limit in this block to 15 mph. I recommend against such a law since it <br />could be virtually impossible to enforce, would set a dangerous precedent, and is unlikely to <br />achieve any desired result. The Police dept. indicates that a reduced speed limit of 20 <br />mph could be attempted on a trial basis. This speed limit is usually imposed only at school <br />sites but might be utilized for a 60 to 90 day period if accompanied by speed checks to <br />ascertain results. <br /> <br />The Commission approved the residents' request for stop signs at West Point and at mid- <br />block towards Hanley. I recommend against this since none of these installations meet the <br />generally recognized warrants and thus would not result in improved safety or <br />enforceability. The mid-block location is especially opposed by City staff including police <br />since this installation would create a dangerous situation and potentially increase City <br />liability. <br /> <br />6 <br /> <br /> <br />
