Ms. Carr stated that essentially what it boiled down to is <br />that it’s the law. <br /> <br />Mr. Crow stated that he wished to apologize to his colleague if, in fact, the City Attorney had <br />already provided this information to Council and he had neglected to mention it. He stated <br />that whether it is the City Manager or the City Clerk, he would suggest that the City begin to <br />move forward with the protocol. <br /> <br />Mayor Welsch asked Mr. Walker if he would resend whatever had been sent on this matter. <br />She stated that she would like to get the feeling of Council as far as setting up a Study <br />Session on discussing this issue and looking at how Council would go about changing its <br />rules if it chooses to do so. Mayor Welsch stated that she and Mr. Sharpe had been in a <br />meeting at MML when Tom Durkin announced that it is now the law. But she tends to agree <br />with Mr. Kraft that we should talk about this among ourselves in order to determine how far <br />Council wants to go as it relates to the physical quorum. <br /> <br />Mr. Glickert stated that he thinks that the information Council has received with respect to the <br />attorney is correct and that a Study Session would be good from the standpoint of looking at <br />parking, if you will, the electronic Skype or whatever you want to call it, into the rules. He <br />stated that Council may want to look at a more specific way of getting that in there so that <br />everyone has a full understanding of what it is. Mr. Glickert agreed that it is the law, and <br />believes that it is now just a matter of Council shaping this to a point of where it becomes a <br />part of Council’s Rules of Order. <br /> <br />Mayor Welsch stated that if there is a consensus of Council once all have received a copy of <br />what Ms. Forester has prepared on this item then she would ask that members look at their <br />schedules in order to set-up a Study Session time within the next few months. <br /> <br />Mr. Crow stated that due to the unique nature of the fact that the senator who introduced the <br />bill and got it passed is on the University City School Board, his thinking is that the School <br />District has probably had to jump on this relatively quickly.
