<br />Vince Keady, 525 Midvale Avenue <br />Mr. Keady stated that he represents Council Apartments, LLC, who has this particular <br />Resolution before you. He stated that Crown Center for Senior Living owns the facility <br />located at 8348 and 8350 Delcrest and that they are asking for a Planned Development and a <br />zoning map amendment for the overall project known as the Crown Center. <br /> <br />Mr. Keady stated that the two primary components of the new plan development are a café <br />and a newly reconfigured parking lot. The portion of the project necessitating the request to <br />rezone to PD-M is the coffee house or the café, which includes an indoor and outdoor <br />gathering area. The outdoor area has a main entrance foyer with direct access to the indoor <br />eating facility, a fan-shaped canopy, stamped concrete and a sidewalk that will be bordered <br />with annual beds and ornamental grasses. He stated that the patio will be bordered by a <br />stone veneer wall with limestone caps and lights that will be decorated with annual beds and <br />ornamental grasses. Mr. Keady stated that the existing mature trees will be preserved and <br />incorporated into the patio, itself. As for the interior, the existing kitchen will be renovated to <br />allow for koshered meats and diary storage, and the interior dining area will be redecorated <br />so that it fits in with the total ambiance being projected. The project also includes a <br />demonstration kitchen, greenhouses and a renovated fitness center. <br /> <br />Mr. Keady stated that the second major component requiring the Resolution is the parking lot. <br />He stated that currently the parking lot has no setback to Delcrest and part of the <br />improvements will include a 5 foot landscape buffer along Delcrest, with the addition of <br />landscaping on the northern most boundary of the property. He stated that the landscaping <br />plan includes 31 new trees, 51 new shrubs and additional ornamental grasses. Mr. Keady <br />stated that the new parking lot will reduce the number of curb cuts along the 340 foot frontage <br />on Delcrest from five to two. He stated that the reduction of curb cuts increases the safety on <br />this site because it will dramatically improve the site distance between turning movements on <br />and off of Delcrest into the parking lot, as well as increase the number of parking spaces to <br />134. More importantly, Mr. Keady stated that this new reconfiguration will provide better <br />access for emergency vehicles. Mr. Keady stated that the bottom line is that the plan will <br />have no undue burden on the City’s public facilities, which have reviewed the new <br />configurations and concurred with the plan. He stated that in his mind it is important to note <br />that this application is not based upon the desire of any greater financial return for the <br />property. Crown Center is a not-for-profit organization and absolutely nothing that is being <br />proposed is profit-driven. Mr. Keady stated that the proposed plan will also not be materially <br />detrimental or injurious to surrounding properties. In fact, they believe that it fits right in with <br />the adjourning property zoning, which is commercial on both the north and east sides. On <br />the south side there is high density residential; an apartment complex that is currently being <br />constructed.
