<br />4. <br />BILL 9219 – <br /> An ordinance amending a section of Chapter 10, vehicles and traffic, to <br />revise traffic regulation as provided herein. <br /> <br />Bill 9219 was read for the first time. <br /> <br />5. <br />REMOVED - BILL 9220 – <br /> An ordinance amending Chapter 34 of the Municipal Code of <br />the City of University City, relating to zoning by amending Sections 34-30.4; 34-31.4; 34- <br />32.4; 34-33.4; 34-34.4; 34-35.4; 34-36.4; 34-37.4; 34-38.4 and 34-39.4 thereof, relating <br />to district regulations, containing a savings clause and provided a penalty. <br /> <br />Introduced by Ms. Carr <br />6. <br />BILL 9221 – <br /> An ordinance amending Chapter 34 of the Municipal Code of the City of <br />University City, Missouri , relating to zoning districts established pursuant to Section 34- <br />32 thereof, and enacting in lieu thereof a new official zoning map thereby amending said <br />map so as to change the classification of property at 8348 and 8350 Delcrest Drive from <br />“HRO” – High Density Residential/Office District to “PD-M” Planned Development Mixed- <br />Use District, and establishing permitted land uses and developments therein, containing <br />a savings clause and providing a penalty. <br /> <br />Bill 9221 was read for the first time. <br /> <br />O. <br />CITIZEN PARTICIPATION (continued if needed) <br />Gary Nelling, 850 Warder Avenue <br />Mr. Nelling stated that he is a thirty- plus resident of UCity, a graduate of Washington <br />University’s School of Architecture, and as such wanted to bring a different perspective to the <br />planned development in Parkview Gardens; although he would apologize for coming late to <br />the party. He stated that he agrees with the comments that were made about a positive <br />collaboration with Wash U and some of the other stakeholders that have produced this plan, <br />because they bring wealth, taste, a kind of rejuvenation and sustainability to the part of town <br />that is in question. But on the other hand, he sees that the interests of Wash U or anyone <br />else, while they may be similar, are not exactly aligned. Mr. Nelling stated that as an architect <br />who has spent part of his career on the developer’s side of the table designing mixed-use <br />commercial office projects, he has some familiarity with the process. And what he has noticed <br />is that Cities have always made their demands with respect to improvements known to the <br />developer at the time of their presentations. So one of the things that he looks for in a plan is <br />some sense that the City’s interest, financial, design-wise and character, will be represented in <br />the process. Mr. Nelling stated that as he looked at this plan what he noticed is that there <br />seemed to be more public and not-for-profit projects represented than private or for-profit; <br />projects that do not provide the City with tax revenues. He said there needs to be a balance <br />between the two, and in his opinion the plan should have some parameters that are real. Mr. <br />Nelling stated that while he understands that the existing zoning ordinance will be used to <br />govern things like parking and other conditions, he would suggest that a statement like, <br />“except by Special Use Permit,” be included. <br /> <br /> <br />Dan Davenport, 7220 Colgate Avenue <br />Mr. Davenport stated that he has been a resident of UCity for thirty-four years. He stated that <br />the first thing that he wanted to ask about is whether he had missed something with respect to <br />Resolution 2014-1? <br /> <br />Mayor Welsch stated that Resolution 2014-1 had been pulled from the agenda when the <br />agenda was amended at the very beginning of the meeting. <br /> <br />13 <br /> <br /> <br />
