Mr. Bose stated that this would <br />provide the City with an opportunity to determine whether such a plan truly discouraged <br />people from visiting these establishments, terminate it if need be, and retain a majority of the <br />surface parking. Mr. Bose also suggested that if Loop North and Enright were reconfigured <br />into one street the City could probably add 100 off-street parking spaces without sacrificing <br />the current surface parking. <br /> <br />Joe Edwards, 6504 Delmar <br />Mr. Edwards stated that on behalf of the Loop Special Business District he would like to <br />compliment the Plan Commission and Council members who were involved in this entire <br />process. He stated that this was an interesting, marvelous and tricky process that the <br />Special Business District is in favor of and which he believes has produced positive results. <br />Mr. Edwards stated that he would like to pay special attention to two members of City staff, <br />Ms. Andrea Riganti and Mr. Ray Lai, who were always very professional and informative. <br /> <br />Tim Michels 7038 Cornell <br />Mr. Michels stated that he also wished to congratulate the Plan Commission and cities on <br />their thorough and in-depth planning process. He stated that he is a member of the Green <br />Practices Commission, who would like to support this plan, but speaking for himself, he would <br />like to emphasize that there are significant opportunities here for advancing the cause of <br />energy on a community basis with respect to this plan. And he would hope that in the future <br />the Green Practices Commission will be able to bring some ideas forward to Council that will <br />support Parkview Gardens’ efforts in terms of enhancing their energy performance. <br /> <br />Jacques Darvish, 7023 Westmoreland <br />Mr. Darvish stated that he has studied the plan that is being submitted for approval and would <br />like to ask the Commission and Council to include parking spaces in the rear of all of the <br />shops. He stated that if surface parking is developed for the shops then the City can add <br />two floors of parking for the residents who live in the apartments above. Mr. Darvish stated <br />that the addition of metered parking would provide tax benefits and the potential for the City <br />to generate up to 3 million dollars a year of additional revenue. <br /> <br />The public hearing was closed at 6:44 p.m. <br /> <br />J. <br />CONSENT AGENDA <br /> <br />K. <br />CITY MANAGER’S REPORT <br /> <br />1. <br />Authorization for the City Manager to enter into a contract with Houseal Lavigne <br />Associates, LLC for professional planning services for the Comprehensive Plan Update. <br /> <br />Mr. Walker stated that this is not to exceed $99,900. <br /> <br />Mr. Glickert moved to approve, seconded by Ms. Carr and the motion carried <br />unanimously. <br /> <br />2. <br />Tree trimming at various locations.
