<br />everyone has probably recognized the State legislature has attempted to tinker with this <br />pretty regularly. <br /> <br />Mr. Sharpe stated that he would like to work on the committee with Mr. Kraft and Ms. Carr, <br />and that in his opinion each member should be allowed two appointments. He stated that <br />when he envisions the concept of dealing with Washington University what comes to mind is <br />the National League of Cities who has a group of individuals that deal specifically with issues <br />like this and other problems that various Cities are experiencing. Mr. Sharpe stated that he <br />meets with this group whenever he goes to the National League of Cities and they have been <br />successful in coming up with solutions to some of these problems. <br /> <br />Mr. Price asked the members of Council who will be participating on this committee to make <br />sure that everybody is in sync and on the same page with what has been agreed to, prior to <br />bringing it back to the Council as a whole. <br /> <br />Mayor Welsch confirmed that Councilmembers Carr, Kraft and Sharpe would be willing to <br />meet and discuss this topic as a group and come back with a resolution at a future meeting of <br />the Council. <br /> <br />Mayor Welsch stated that she would like to reiterate what a number of members have said <br />about additional appointments. She stated that what she found with the Advisory Board for <br />Economic Progress was that it did help to have people with various expertise, and here, <br />where you are talking about a lot of different issues you will need people with very specific <br />backgrounds. Mayor Welsch stated that while she understands the concern about staff <br />taking over, she would like to stress that staff’s support is needed because they have a lot of <br />the information that will be required for any members of a task force. <br /> <br />CITIZEN COMMENTS <br />Christine Michael, 736 Eastgate <br /> <br />Ms. Michael stated that she thought the task force is a great idea. She stated that she has <br />lived in this community since 1992 and has really seen the City grow, and what she loves <br />about UCity is that it is a diverse area. Ms. Michael stated that the growth of Wash U has <br />been enormously productive for this community, but as a resident she also has some <br />concerns. She stated that as Council begins to develop this task force she would really <br />encourage them to reach beyond the experts that have been referred to and include citizens, <br />both landowners and renters. Ms. Michael stated that by nature, she is a renter, but she has <br />lived here long enough, has the same investment as most of the people she knows who own <br />property, and would love to be included in a discussion like this. She stated that oftentimes <br />Wash U is at the table, and because they are, a lot of times things go their way. Ms. Michael <br />stated that she would be happy to send Council a copy of an article written by David Linzee <br />for the Pacer, the Parkview Gardens Neighborhood Association’s Newspaper, which talks <br />about development in neighborhoods. The article states that when development begins to <br />happen a lot of times cities resort to all types of give-aways just to get a business to come <br />into their community without ever asking for something back, i.e., training and use of their <br />employees. She stated that while she believed that Wash U already does a lot of this for <br />UCity, Mr. Linzee’s perspective about remembering that it needs to be a two-way street is <br />something that would be good in these discussions. Ms. Michael stated that she also agreed <br />that it would be great to have two appointees per member to ensure that there are a variety of <br />people involved. <br /> <br />Ed Mass, 8360 Cornell Avenue <br /> <br />Mr. Mass stated that he believed that it is a good idea to have this task force because there <br />are serious economic concerns that need to be addressed in how the City interacts with <br />Wash U.
