<br /> <br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />th <br />5 Floor of City Hall <br />6801 Delmar <br />January 13, 2014 <br />5:33 p.m. <br /> <br />th <br />The City Council Study Session held in the Council Chamber, 5 floor of City Hall, on Monday, <br />January 13, 2014. Mayor Shelley Welsch called the meeting to order at 5:33 p.m. In addition to <br />the Mayor the following members of the Council were present: <br /> <br />Ms. Paulette Carr <br />Mr. Terry Crow <br />Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />Mayor Welsch asked if there were any changes to the upcoming agenda. <br /> <br />Ms. Carr stated that she would like to add the appointment of Michael McMahon to the Youth <br />Commission. <br /> <br />City Manager Walker stated that he would like to withdraw Public Hearing Number 1, the text <br />amendment regarding recreational facilities, the accompanying Bill Number 9220 and Resolution <br />2014-1. He stated that he would like to add Snow Removal to the City Manager’s Report as <br />item number 5. <br />_________________________________ <br /> <br />Next item on the agenda was the continuation of a previous Study Session discussion on the <br /> <br />Capital Improvement Program. <br /> <br />Director of Public Works & Parks, Richard Wilson, stated that he would like to start at the Budget <br />for FY-15, which is contained on sheet number 1 in the handout. He stated that the Parks <br />Department has developed a five year plan; (FY-15 through FY-19); with the hope of <br />implementing all of the projects they believe are necessary. Mr. Wilson stated that staff <br />anticipates applying for grants to assist the City in completing some of the roadwork projects and <br />for the purpose of simplicity have divided the CPI into the following categories: <br /> <br />STREETS <br />Mr. Wilson stated that the one project that residents get the most excited about is street <br />resurfacing, which represents the largest budgeted item in the CIP. $470,000 will be used to <br />complete approximately 1.7 miles of road and at the conclusion of FY-15 it is anticipated that the <br />City will have 2 miles of newly-surfaced roads. <br /> <br />Mapleview & LaFon Intersection <br />Mr. Wilson stated that $30,000 has been budgeted in FY-15 to address some drainage issues at <br />this intersection that were identified by City engineers. <br /> <br />Price Road <br />Mr. Wilson stated that the City of Ladue has received a grant to resurface their portion of Price <br />Road and his department will be working with them to finish the road in its entirety. The <br />estimated cost allocated for FY-16 is $40,000. He stated that he had also included the <br />roundabout in the CIP since he has been informed that in the event the trolley project is <br />1 <br /> <br /> <br />
