<br />unsuccessful, the grant for the roundabout would be given to the City, but a local match would <br />have to be provided. <br /> <br />Ms. Carr asked Mr. Wilson if there was a possibility that the City could receive any grants to fix <br />the Morgan/Wilshire alignment drainage, She stated that although it is an unimproved street, it <br />does encompass a restaurant that is valued at half a million dollars. <br /> <br />Mr. Wilson stated that his department is always looking for grants. He stated that he has had <br />some complaints about this area, and that they have looked at the drainage issues, but have not <br />talked with the neighbors about the possibility of a Neighborhood Improvement District or NID. <br />Mr. Wilson agreed that this is an unimproved street and therefore it was originally budgeted for <br />FY-15, however it has since been removed from that budget and placed under consideration. <br /> <br />Ms. Carr questioned whether block grants were a possibility since it is her opinion that this is an <br />economically disadvantaged area? Mr. Wilson stated that was a possibility. <br /> <br />Forsyth Boulevard <br />Mr. Wilson stated that four sites along Forsyth have been identified for resurfacing. He stated <br />that Forsyth is eligible for federal grants and that the City would be submitting its application in <br />March. Mr. Wilson stated that they will apply for the grant and if awarded, money would be <br />transferred for local match. <br /> <br />Mayor Welsch asked Mr. Wilson if Forsyth was a St. Louis County road. Mr. Wilson stated that <br />the section of Forsyth between Big Bend and Clayton is within the jurisdiction of U City. Mayor <br />Welsch asked if the County’s jurisdiction commenced at the Clayton city limits. Mr. Wilson <br />stated that his understanding is that the City of Clayton had resurfaced that portion of Forsyth <br />and that it had been U City’s intent to work with them on that project, but for some reason that <br />never came to fruition. <br /> <br />Mr. Wilson noted that there were several projects listed for which the City needs to apply for <br /> <br />grants, and they are not addressed in FY-2015. <br />SIDEWALKS <br />Mr. Wilson stated that $409,000 has been budgeted to construct ADA ramps and repair <br />sidewalks/curbs along 1.3 miles of the previously mentioned roads. He stated that the work on <br />the sidewalks would commence prior to resurfacing the streets. <br /> <br />Jackson/Balson Pedestrian Improvements <br />Mr. Wilson stated that the needed improvements to ADA ramps around U City schools will be <br />completed under a Federal grant application that the City received last year. <br /> <br />Ms. Carr questioned whether any of the City’s broken sidewalks had been included in the <br />$409,000. Mr. Wilson stated their intent is to make sure that they complete all of the sidewalks <br />that encompass the 1.7 miles of roadway being resurfaced, and therefore broken sidewalks in <br />other locations in the City have not been included in that dollar amount. Ms. Carr asked how the <br />City handled the repair of broken sidewalks. Mr. Wilson stated that some of the money will be <br />used for sidewalks where trees have caused the sidewalks to become a trip hazards, but the <br />City has never had enough money budgeted to repair the types of things depicted in the pictures <br />that Ms. Carr sent staff. Ms. Carr stated that there is no way you could get down the sidewalk <br />depicted in the picture if you were in a wheelchair. Mr. Wilson stated that there is a need for <br />additional money to do this kind of work and they are trying to at least take care of ADA on the <br />streets that are being paved. Ms. Carr stated that in her opinion, broken sidewalks ought to be <br />one of the City’s priorities.
