Mr. Wilson stated that a Federal grant and local match will be used to construct a traffic signal at
Westgate and Olive in FY-15.

BRIDGES
Mr. Wilson stated that Spoon Culvert was inspected and it was determined it will last for several
more years. Therefore no work is being proposed on any bridges in the near future.

LIGHTS
Mr. Wilson stated that no money has been allocated in FY-15 to upgrade lighting. He stated that
four new lights will be installed upon the completion of the roundabout. These lights will be
much brighter and will not match the City’s existing lights, so money has been allocated in FY-16
in the event that changes to the new fixtures are deemed necessary. Mr. Wilson stated that he
has received several requests for new lights at Centennial Commons, but since it is not a
necessity no money has been allocated to upgrade that lighting.

BICYCLES
Mr. Wilson stated that no money has been allocated in FY-15 for new bicycle paths, although
staff is always looking for any opportunities that are available through the assistance of grants.

PARKS
Mr. Wilson stated that based upon his understanding, monies to erect the Ackert Walkway
archway were to be handled with funds from the Economic Development Retail Sales Tax
Board. However since that request for funds has been denied monies for this project are now
being designated under the general reserve funds.

Ms. Carr asked Mr. Wilson if he was referring to the wooden signs that have already been
erected or something different. Mr. Wilson stated that he was referring to the archway. He
informed Ms. Carr that he had just received the design drawings and that they would be
submitted to the Parks Commission and Council for review. Great Rivers Greenway will also be
contributing $3,000 towards this project

Lewis Park Improvements
Mr. Wilson stated that while the City has received a $300,000 grant for these improvements they
have not received the official paperwork. The improvements include fixing the pond, repairing
the stairway off of Delmar, widening the trails and ADA modifications.

Mr. Glickert asked Mr. Wilson what would be done with the remainder of the money in the event
there is a surplus. Mr. Wilson stated that it would go back to the Municipal League, in spite of
the fact that many of the City’s parks are behind schedule in terms of upgrades and ADA
requirements. He stated that due to budget constraints the City only plans to address issues
that require immediate attention.

Golf Course
Mr. Wilson stated that the work on the driving range has been postponed to FY-16 due to the
pending litigation, and as a result no money has been allocated for FY-15.

MISCELLANEOUS
Mr. Wilson stated that he would like to install two new message boards. One will be located at
Centennial Commons and the other site at a site yet to be determined.

Mayor Welsch asked if the digital sign at the Commons would be used to display community
messages or messages only for members at the Commons. Mr. Wilson stated that he viewed it
as an opportunity to address both topics.

3
