<br />Mr. Wilson stated that staff has been in discussions with the City of Clayton to review that <br />municipality’s options for composting and their next step is to meet with the St. Louis Compost <br />Company. <br /> <br />FACILITIES <br />Mr. Wilson stated that funds have been requested out of the Capital Improvement Budget to <br />repair the sewer problems and vault cave-in on the north lot of City Hall, and the drainage and <br />grading issues on the west end of City Hall. He stated that money has also been allocated to <br />make major improvements to the City’s current IT infrastructure. <br /> <br />Mr. Crow asked Mr. Wilson if the line item for the 601 Trinity Lot referred to the Henry Warshaw <br />deal. Mr. Wilson stated that it did. Mr. Crow then asked for an explanation of what was being <br />purchased? Mr. Wilson stated that Facilities had granted him permission to look at all of the <br />parking around City Hall and this dollar amount had been inserted merely to indicate that this <br />was an option that the City would like to consider if they determined that it was feasible. <br /> <br />City Manager Walker stated that staff was conducting an analysis of all of the parking in the <br />vicinity of City Hall and money had been allocated in the event there was an opportunity to <br />purchase additional property. He then advised Mr. Crow that there was no commitment to do <br />anything at this time. <br /> <br />Mr. Wilson stated that the total amount budgeted for capital improvements is 1.36 million dollars. <br /> <br />SOLID WASTE ENTERPRISE FUND <br />Mr. Wilson noted that this was a self-sustained fund in which he has received requests for an <br />update of the facilities. He stated that the Transfer Station and Recycling Center are both in <br />poor condition and are in need of interior and aesthetic improvements. <br /> <br />Ms. Carr asked if the bathroom remodeling was for Heman. Mr. Wilson stated that it was for the <br />Transfer Station. <br /> <br />ECONOMIC DEVELOPMENT RETAIL SALES TAX FUND <br />Mr. Wilson stated that $32,000 has been allocated to upgrade the lights along Delmar should the <br />trolley project go forward; change the lighting in the parking garage; subsidize the consulting <br />services on Melville Plaza and conduct the parking evaluation for the Loop. <br /> <br />ARMY CORPS STUDY <br />Mr. Wilson stated that if the Corps of Engineers can get funding for this study then the City will <br />have to produce a local match of about $50,000 which has been allocated in the City’s FY-16 <br />budget. <br /> <br />Evaluation Study <br />Mr. Wilson stated that this study was budgeted for FY-14 and purchase orders have already <br />been issued. <br /> <br />Mayor Welsch stated that the Corps has been asking for money to continue this study since <br />2002 and questioned whether the City has seen any results from all of the money that has been <br />disbursed. <br /> <br />Mr. Wilson stated that the Cost Benefit Ratio Study has been completed, wherein the Army <br />Corps concluded that it was still cost-effective to conduct a buy-out of the homes. He stated that <br />he thought he had submitted it to Council for review several weeks ago, but at this point what <br />they are saying is that further evaluation is needed to finalize all of the details. Mayor Welsch <br />informed Mr. Wilson that she had not received a copy of the study. <br />4 <br /> <br /> <br />
