Mr. Sharpe asked Mr. Wilson what the study included. Mr. Wilson stated that it included the
areas along River des Peres, Wilson Avenue, Shaftesbury and then back up to Hafner Place.
He stated that this area encompasses the five-year flood plain and years ago the thought was
that they could build a large detention basin and drain the water out slowly, but that still was
going to cause flooding. So the alternative was to buy all of the homes located in the five-year
flood plain because it would be cheaper than building the basin.

Mayor Welsch asked whether the study area went as far west as Kempland. Mr. Wilson stated
that he could not remember if it was included.

MAINTENANCE PROGRAM
Mr. Wilson stated that the Maintenance Program has been included in Capital Improvements
since it impacts the City’s roads and infrastructure. $460,000 has been budgeted for preventive
maintenance.

Streets
Mr. Wilson stated that the sidewalk and curb maintenance is where they will pick up some of the
miscellaneous repairs. He stated that $160,000 has been budgeted for street maintenance
which comprises any work that has to be done to repair the streets. Mr. Wilson stated that the
budgeted amount would cover approximately 18 miles of street, although currently there is
roughly 81 miles of preventive maintenance that is needed.

Street Signs
Mr. Wilson stated that $54,000 has been budgeted for sign maintenance.

Alleys
Mr. Wilson stated that no funds have been allocated for preventive maintenance, although
cracks and urgent repairs will be addressed.

River Des Peres Cleanup
Mr. Wilson stated that $40,000 has been allocated to clean up sections of River des Peres and
provide stabilization to the banks.

Bridges
Mr. Wilson stated that $5,000 has been allocated for miscellaneous repairs.

Parks
Mr. Wilson stated that $20,000 has been budgeted to address a retaining wall that is falling
down at Central Garage.

Bike Trails
Mr. Wilson stated that no money has been allocated for miscellaneous repairs however any
immediate needs will be addressed.

Miscellaneous Maintenance
Mr. Wilson stated that $20,000 has been allocated to make miscellaneous repairs at City parks.

Forestry
Mr. Wilson stated that $75,000 has been budgeted for tree trimming which will address 105
trees in FY-14. He stated that typically they spend about $8,000 on new trees however that
budget has been reduced to $5,000.

5
