Facilities
Mr. Wilson stated that Jared Agee has requested that the windows of his building be painted and
that the steps on to Sergeant Mike King Drive be removed in order to clean up the area.

Ms. Carr asked Mr. Wilson what steps he was referring to. Mr. Wilson stated that they were the
steps located by the sidewalk that are not connected to the building.

Mayor Welsch asked Mr. Wilson if Mr. Agee had mentioned anything to him about the fire-
escape. Mr. Wilson stated that the fire-escape has already been included within this year’s
budget.

FLEET PURCHASE PROGRAM
Mr. Wilson stated that Forestry had requested a Bobcat with various attachments to assist them
in cleaning up the honeysuckle and wild brush. He stated that this is the only new equipment
that is being purchased this year.

Mr. Sharpe asked what method was used to clean up the honeysuckle since it is the type of
plant that returns year after year. Mr. Wilson stated that typically after it is cut down it will be
sprayed with chemicals and will continually need to be sprayed.

Mayor Welsch stated that when the Green center did the work in Ruth Park Woods they had to
cut and treat the honeysuckle within ten minutes, and then that the re-growth had to be treated
for two or three years after that point.

Mr. Wilson stated that some of the City’s equipment has been used longer than it should have
been and is in poor condition. However anything that is salvageable will be sold on the used
market to generate income.

Mayor Welsch stated that some cities are trying to extend the life of their police cars beyond
three years and questioned whether the City had given any thought to this option. Mr. Wilson
stated that if a vehicle is still in good condition after the three-year timeframe it will remain in
service and be used in a different capacity. Mayor Welsch asked if mileage was a determining
factor. Mr. Wilson stated that typically the determination is based on the number of years in
service and the condition of the vehicle.

Mr. Glickert asked Mr. Wilson what were the distinctions between this budget and the one that
was previously presented to Council? Mr. Wilson stated that what is not included within this
budget is the monies that Council had taken out of reserve to implement more street projects.

Mr. Glickert stated that other communities have now started to add Ford Expeditions and Dodge
Chargers to their fleet of police cars and questioned whether the City had given any thought to
doing the same. Mr. Wilson stated that his belief is that the Police Chief has begun to ask for
different types of vehicles, but that at this point in time he has not had the opportunity to sit down
with him to discuss the Police Department budget and specific requests.

Mr. Sharpe asked Mr. Wilson if he could provide him with the City’s status with respect to
replacing its fleet of fire trucks. Mr. Wilson informed Mr. Sharpe that the Fire Department is not
included within this budget. Mr. Sharpe questioned whether the City has funds set aside for the
purchase of new fire trucks?

Finance Director Tina Charumilind stated that any purchase would come out of the Fire
Department’s budget. Mr. Wilson stated that it was his belief that on occasion they have also
been able to find grants to assist them with the purchase of trucks.

6
