Economic Development Retail Sales Tax Board <br />Meeting Minutes <br />January 15, 2014 <br />4:00 p.m. <br />The Economic Development Retail Sales Tax Board (EDRSTB) held a meeting at the Heman Park <br />Community Center located at 975 Pennsylvania, University City, Missouri on January 15, 2014. The <br />meeting commenced at 4:02 p.m. <br />Voting Members Present <br />Barbara Sydnor (Chairperson) <br />Mark Winer <br />Tom Peters <br />Robert Kuhlman, Jr. <br />Jackie Wellington <br />Voting Members Absent <br />- None <br />Non-Voting Ex-Officio Members Present <br />Shelley Welsch, Mayor <br />Joe Edwards <br />Staff Present <br />Andrea Riganti, Director of Community Development <br />Raymond Lai, Deputy Director of Economic and Community Development <br />Approval of Minutes <br />The minutes of the November 21, 2013 meeting were reviewed and approved by a vote of 5-0. <br />Old Business <br />a. Application Process - Discussion <br />After review of the draft application form prepared by staff for FY15 EDRST Funds, Board <br />members suggested certain items of information be added on the form: phone number of <br />applicant; “Others e.g. marketing, legal, etc.” category to the Type of Funding Request; number of <br />jobs/employees to be added; clarification of MBE/WBE status; submittal of photos of site area, <br />clarification of frequency (one-time or recurring) and duration of project. Board members also <br />asked if staff would perform a site visit for proposed projects to glean information that may be <br />helpful to the Board’s decision; Ms. Riganti agreed to do so when feasible. <br />Ms. Riganti indicated that staff will seek legal opinion regarding the MBE/WBE item. She also <br />indicated the application form, once revised and finalized, will be publicized via various channels. <br />A tentative application review schedule by the Board was proposed: review of applications on <br />thth <br />February 20 to include a presentation by applicants, Public Hearing on March 19, and Board <br />th <br />discussion of applications on April 16. Additional meetings may be held in April if needed, before <br />Board’s submission of a budget recommendation to the City Council. <br />New Business <br />a. EDRST finances-requested by Mr. Peters <br />Mr. Peters suggested that the University City School District’s 2-tier finance system with internal audits <br />and external audits would be good model for EDRST funds and the School District’s Chief Financial <br />Officer could be good resource. Mr. Kuhlman inquired if the EDRST fund is currently subject to any <br />internal/external audits. Ms. Riganti confirmed that the City has such audits in place currently, and <br /> <br /> <br /> <br />
