4.2. Plan for construction of the laterals when the trolley track sections <br />pull boxes are set and surfaces (E.G. asphalt surface) are still <br />most economical construction of the laterals possible. <br />4.3. If Client is charged with securing a separate contractor from the trolley track <br />the Client with contractor selection through a bid process (Item <br />4.4. <br />to the Client at least three days prior to bids being received. <br />4.5. Prepare bidding documents including instruction to bidders, prop <br />a unit price-based contract and construction sequencing plan. <br />4.6. Identify a minimum of three bidders who are qualified to construct the system. Upon Client <br />approval of the bid list, transmit bidding documents, and conduc-bid conference call to <br />review key elements of the project. <br /> <br />5. Permitting <br />5.1. Coordinate with the Missouri State Historic Preservation Office SHPO) to obtain concurrence <br />for the method of entry to any historic building receiving a lat <br />archaeologist to conduct a field review and submit a report of f <br />the SHPO. <br /> <br />Include asummary of the need for the program or project, goals and objectives, partners, <br />and how the programor project meets any City plans or policies. Describe the number of <br />jobs to be created by the specificrequest, if any. <br /> <br />Our Goal: <br /> Our goal is to design and engineer a high speed Internet system <br />significant impact on the economic development of The Loop and asales from the <br />creation of high value jobs, improved retails sales and new public and privasector opportunities. <br /> <br />Measurement: <br /> A written report of 2015 economic development activity and a chart which correlates <br />high speed Internet activity with Delmar Loop retail sales. Present findings to The Loop Retail Sales <br />Tax Board. <br /> <br />Our Request: <br /> Of our $ 80,000 design and engineering budget, we are requesting $ 44,280 <br />EDRST funds for the University City portion, the balance of whic <br />stakeholders for the St. Louis portion. <br /> <br />Our Deliverables: <br />1) The documented engineering design for the high speed Internet infrastructure. <br />2) A yearly report of the economic and retail sales tax impact o <br />supporting infrastructure upon The Loop. Once constructed, the same engineering design could be <br />extended to Kingsland and Olive. <br /> <br />Jobs: <br />Four jobs will be created during design and engineering phase. <br /> <br /> <br /> <br />The Loop Media Hub <br /> <br /> <br />
