<br />Ms. Carr stated that the variance in the wording reflects their difference of opinion on <br />who should serve on the Board. <br /> <br />Mayor Welsch stated that her concern with non-residents is in Ms. Carr’s resolution, <br />which brings in development, redevelopment, parking and revenue that are mentioned <br />in the “Be it resolved” paragraph. She stated that she does not think non-resident <br />property owners should be on an advisory task force to the Council because they have <br />a personal financial interest around the City. Mayor Welsch stated that she would be <br />amenable to limiting participation by non-resident owners to one or two, if that is what <br />the majority agrees to, but her preference would be that both Washington University <br />and non-resident property owners be placed in the role of ex-officio's who can be <br />involved in all of the discussions, but not allowed to vote. <br /> <br />Mr. Glickert stated that since this is an advisory board pertaining to Washington <br />University and there is kind of a logistical thinking that it would be non-resident <br />business owners who are located in the Loop. So he would question whether there <br />had been any discussions by the subcommittee on what geography these property <br />owners would be selected from. <br /> <br />Ms. Carr stated that she viewed it as a personal decision as to who each would want to <br />appoint, and therefore she would have no reason to dictate or restrict such <br />appointments because everybody has something valuable to bring to the table. With <br />respect to the comment about advising Council, Ms. Carr stated that the Mayor’s <br />advisory board had been chalked full of business and property owners who had <br />advised Council, and that that advice had proved to be a great asset. So it did not <br />appear as though they were the beneficiaries in that instance, and the subcommittee <br />has been careful to orchestrate this Board in exactly the same way as did the Mayor. <br />Ms. Carr stated that at the conclusion of this process Council will say thank you very <br />much, we will take this under advisement, and will not be compelled to do anything <br />other than that. <br /> <br />Mayor Welsch stated that paragraph two of Mr. Kraft’s proposal seems to be saying <br />the demand on city services, including public safety, public works and the like. But the <br />“Be it resolved” paragraph in Ms Carr’s proposal talks about a study of options in the <br />same areas addressed by Mr. Kraft. She stated that in her opinion the demand on <br />resources and the study of options are two very different things, <br /> <br />Mr. Crow stated that he would agree to Mr. Kraft’s paragraph, if the Mayor would agree <br />to the appointment of two non-residents. Mayor Welsch stated that she could do that. <br />She then asked Mr. Kraft if the “Whereas” portion of his proposal was talking about <br />what the experts will be. Mr. Kraft stated that sometimes ambiguity is how you get <br />things done. <br /> <br />Mayor Welsch stated that if the Board’s focus will be on examining the issues listed <br />under the bullet points, it is going to involve a lot of research and putting numbers <br />together. <br /> <br />Ms. Carr stated that a lot of the research has already been done, so it is just a matter <br />of collecting it and determining where they should start. She stated that she thinks that <br />the most germane questions are (1) is there a way to quantify the amount of increased <br />5 <br /> <br /> <br />
