demands on City services and (2) is there a way to quantify what Washington
University is currently giving, because those are the two real unknowns.

Mayor Welsch agreed that some of the research had occurred three years ago and just
needed to be updated.

Mr. Sharpe stated that one of the things that the subcommittee had not done was to
designate what member of Council would be the liaison to this advisory board.

Ms. Carr stated that her belief is that the subcommittee had decided that there would
be two liaisons and that it would be left up to Council to decide who they would be.

Mayor Welsch stated that she would be fine with appointing Ms. Carr and Mr. Kraft to
act as the liaisons, as long as Mr. Sharpe, the third member of the subcommittee, was
agreeable to that. Mr. Sharpe stated that he was. Mayor Welsch then asked Mr.
Glickert and Mr. Crow if they had any problems with Ms. Carr and Mr. Kraft acting as
the liaisons. Mr. Glickert stated that he did not and Mr. Crow stated that he also had
no problems, but that he would be willing to serve if he was appointed. Mayor Welsch
stated that her last point would be that the subcommittee think about selecting an odd
number of board members because she has always been told that this was the best
way to avoid the potential for a tie vote. Ms. Sharpe indicated he would only appoint
one resident to the group, if necessary, to eliminate the potential for a tie vote.

Ms. Carr stated that she still had a question with respect to the two non-resident
property owners.

Mayor Welsch asked the Committee to combine the two resolutions into one final
document that includes the appointment of the two liaisons, as well as the two non-
resident property owners.

Mayor Welsch asked Mr. Walker if Council would have a draft budget by the next
Council meeting. Mr. Walker stated that he would be submitting the budget, along with
a presentation at the next meeting.

Mayor Welsch asked if there were any more questions and hearing none the meeting
was adjourned at 6:15 p.m.

Joyce Pumm, MRCC/CMC
City Clerk
6
