<br /> <br />-Will there be bike racks for this project? It was stated that there would be public bike <br />racks available. <br /> <br />-Is the pedestrian mews a public right-of-way or privately owned? Ms. Riganti stated that <br />the mews was on private property, but an easement was in place for public access. <br /> <br />-Will the City provide outdoor trash receptacles? Mr. Edwards stated that they would be <br />provided by the diner. <br /> <br />-It was stated that the north/south walkway was consistent with multiple other walkways <br />in Parkview Gardens. Also, in terms of security, there was a benefit with the prospect of <br />a 24-hour business due to visibility and lighting as opposed to the previously darkened <br />area. It was also stated that there were constant patrols throughout Parkview Gardens by <br />University City police and Washington University Police. <br /> <br />-Regarding parking, a question was asked about what percentage of patrons were expected <br />to be walkers as opposed to drivers. Mr. Edwards stated that it was anticipated that much <br />of the traffic would be pedestrian based on the other available activities and attractions in <br />The Loop. <br /> <br />-Who owns the parking lot on the west side of Skinker Boulevard (referenced in the <br />application documents)? Mr. Edwards stated that Washington University owned the lot. <br /> <br />-Who owns the other parking lot on the east side of Eastgate Avenue(referenced in the <br />application documents)? Mr. Edwards stated that Paul and Ann Schoomer with Eastgate <br />Investments, LLC owned the lot. <br /> <br />-A question was asked for clarification about the eleven parking spaces required and if it <br />was required per the Zoning Code. Mr. Greatens stated that the eleven spaces required <br />were based on the ratio required for the PD-M District as it was approved. <br /> <br />-It was stated that if there was already existing stress on parking, and there was not <br />additional parking created, it was likely that the stress on parking would be increased. <br />Mr. Edwards stated that there were 90 spaces offered for this project. <br /> <br />-Where are the 90 spaces located? Mr. Edwards stated that they were on the Skinker <br />Boulevard Parking lot and the Schoo <br />was bring leased for this development. Ms. Cheryl Adelstein with Washington <br />University stated that there was additional metered parking added to the area as part of <br />the project. <br /> <br />-A question was asked about the copy of the parking agreement provided by the applicant <br />and that it was indicated that 14 of the spaces on the lot would be designated exclusively <br />for the use by employees and patrons of the retail tenants in this development. Ms. <br />Adelstein stated that within the Schoo <br />spaces designated for those tenants and all the remaining spaces were for patrons of the <br />commercial uses. <br /> <br />M <br />surrounding uses. He stated that the parking was addressed off-site through approved <br />parking agreements. He added that the 24-hour operation would not be detrimental to <br />surrounding uses and that staff recommended approval with conditions specified in <br />Attachment B of the staff report. <br /> <br />Ms. Locke asked for public comments. <br /> <br />tm; <br /> E <br /> <br />
