<br />Conditional Use Permits and amendments to them (Zoning Code Section 34-132.2). The <br />Chairperson stated that the Plan Commission must consider whether the use: a) Complies <br />with all applicable provisions of the University City Zoning Code; b) At the specific <br />location will contribute to and promote the community welfare or convenience; c) Will <br />not cause substantial injury to the value of neighboring property; d) Is consistent with the <br />Comprehensive Plan, neighborhood development plan (if applicable), and any other <br />official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br /> <br />Mr. Greatens provided an overview of maps and pictures of the site and surrounding area. <br /> <br />Mr. Flynn provided a brief overview of the project and Mr. Edwards explained some of <br />the details of the proposed business. <br /> <br />Mr. Flynn stated that outdoor dining would be located to the east and south of the <br />building, which was building 1B of the Washington University Development. He stated <br />there would be a trolley stop in front of the building in the future. He explained the <br />layout of the proposed diner and that there would be a bar area and diner counter like an <br />old-fashioned diner; the kitchen would be in the rear with a window to the pedestrian <br />mews (east of the building) where patrons could pick up homemade pies. He stated there <br />would be seating for 90 on the inside and up to 56 for the outdoor dining. Mr. Flynn <br />stated it would be a 24-hour operation and that parking was provided by nearby <br />municipal parking, on-street parking, and two parking lots to the east of the development <br />for employee and customer parking. <br /> <br />Mr. Edwards stated that this area had been a dead zone in The Loop for many ears and <br />this project would result in increased security and stability for this area, especially since <br />the proposal was for a 24-hour operation and there would be a grocery store to the east. <br />He stated that the goal was for a one-of-a-kind diner and would be designed like an old- <br />fashioned diner, hoping for attention at the national level. He again emphasized the <br />importance of security. <br /> <br />Questions/Comments from Plan Commission members and responses from the applicant <br />included: <br /> <br /> <br />-Will there be on-site security at this location or in the vicinity? Mr. Edwards stated there <br />would be a series of cameras on the building and the surrounding buildings owned by <br />Washington University. He stated there would also be six to ten security cameras inside <br />the building as well as a full-time security person and proper lighting. <br /> <br />-Where would outside seating and tables be located? Mr. Edwards stated that some would <br />be located on the east side of the building as well as on Delmar, but mindful of the need <br />for pedestrian traffic flow. Mr. Greatens added that outdoor dining and the location of <br />portable furniture were addressed in the Zoning Ordinance to ensure safe pedestrian <br />access. <br />tm; šE  <br /> <br />
