Historic Preservation Commission
February 20, 2014 Meeting Minutes
(approved 3-20-2014)

The Historic Preservation Commission held their regular meeting in the Heman Park Community Center
located at 975 Pennsylvania Avenue, University City, Missouri on Thursday, February 20, 2014. The
meeting commenced at 7:00 pm.

Voting Members Present Voting Members Absent (excused)
Chris Smith, Chairperson James Guest
Donna Marin Jane North
Steve Myers
Richard Wesenberg
Esley Hamilton

Non-Voting Members Present
Michael Glickert, Council Liaison

Staff Present
Zach Greatens, Planner
Raymond Lai, Deputy Director of Economic and Community Development

1. Approval of Minutes

Mr. Hamilton stated that for 745 Interdrive Street, he had commented on the creation of alley
dwellings, dwelling units not linked to the street in front of the building. He asked for that to be
added to the minutes. The minutes from the January 16, 2014 meeting were approved with the
inclusion of the comments as stated by Mr. Hamilton.

2. Old Business

2.a. 745 Interdrive Street Design Review for proposed exterior renovations to a multi-family
building in the Delmar Loop Parkview Gardens Historic District (National Register of Historic
Places) [Case continued from 1/16/2014 meeting]

Mr. Greatens provided background information, pictures and maps for the property and
summarized the applicable Zoning Code Section (34-77). Mr. Greatens stated that one of the
concerns at the last meeting was the creation of two new one-bedroom units in the rear of the
building and the construction of a new exterior staircase to provide access for the new units,
creating alley dwellings. He stated that these items had been removed from the plans.

The applicant and project architect, Mr. Stu Leipziger with The Lawrence Group, provided an
overview of the building renovations. He also highlighted the changes that had been made since
the January 16 meeting, including removal of the proposed one-bedroom units. He stated that
the walkway extending from the rear of the building to the front sidewalk was to be kept and that
the parking in the rear would remain the same. All other exterior renovations were the same as
proposed, including tuck-pointing, window replacement, landscaping improvements, and some
brick infill as necessary.

A motion was made by Mr. Hamilton to recommend approval of the proposed renovations at 745
Interdrive Street. The motion was seconded by Ms. Marin and carried unanimously.

tm;
E
