<br />3. New Business <br />3.a. 7400 Balson Avenue Design review for proposed replacement of windows at Jackson Park <br />Elementary School in the University City Education Complex Historic District (Local Historic <br />District and National Register of Historic Places) <br /> <br />Mr. Greatens provided background information, pictures and maps for the property and <br />summarized the applicable Zoning Code Section (34-84). He reminded the Commission <br />members that items 3.a. and 3.b. were both before them at the previous meeting for preliminary <br />review. <br /> <br />The applicant, Mr. Tom Diggs with Bond Architects, explained the proposal to replace the <br />existing windows at Jackson Park Elementary School (not including the new addition to the <br />west). He stated that they were trying to recreate look of the existing windows with new <br />windows. He stated that the new windows were based off measurements of the existing <br />windows and the intent was to recreate the existing style and muntin patterns and that the <br />existing window profile was complicated and would be simplified. He stated that the color <br />would be matched as best as possible, but the existing color had been oxidized, so the new color <br />would be more consistent with the original intent. <br /> <br />Questions/Comments from Commission members and responses from the applicant included: <br /> <br /> <br />-Commission members agreed that the slightly warmer color would look better than what is <br />currently in place. <br /> <br />-A question was asked about the type of glass to be used. Mr. Diggs stated that the glass would <br />not be reflective in any way. He stated there might be a slight tint to it for energy efficiency, but <br />it would not be a dark tint, nor would it be noticeable from public view. <br /> <br />A motion was made by Mr. Myers to recommend approval of the proposed window replacement <br />as submitted. The motion was seconded by Mr. Wesenberg and carried unanimously. <br /> <br />3.b. 7401 Balson Avenue Design review for proposed 3-story addition to University City High <br />School in the University City Education Complex Historic District (Local Historic District and <br />National Register of Historic Places) <br /> <br />Mr. Greatens provided background information, pictures and maps for the property and <br />summarized the applicable Zoning Code Section (34-84). <br /> <br />Mr. Diggs explained the proposed addition to the north of the northeast wing of the High School <br />for a library and media center. He stated that based on discussion at the previous meeting and <br />the positive feedback from the Commission; there had not been any changes to the proposal. He <br />explained the thoughts behind the design of the proposed addition. He stated that in keeping <br />dards for Rehabilitation of Historic Buildings, the <br />addition is proposed in a way that would not adversely affect the historic façade of the existing <br />building. He stated that the addition was to a non-essential elevation of the existing structure and <br />that the material and massing was meant to be harmonious, but not in competition with the <br />existing building. He added that the intent was not to match the existing building, but for the <br />addition to be clearly distinct from the existing building. He stated that the one-story portion of <br />the addition was to be clearly distinct from the existing building, a break from the existing. The <br />hope was to enhance the overall façade of the high school but not compete with it, but to also <br />provide an anchor for the north end since the north wing just ends.
